Job description / Role

Employment: Full Time

Our client, a government owned company requires an excellent Quality, Health & Safety and Environmental Lead who will be responsible for QHSE management of PMC managed projects.

Reporting to the PMC Oversight Lead, the successful candidate shall be expected to manage QHSE compliance by the Programme Management Consultant (PMC).

Responsibilities:

• Establish plans for Quality, Health & Safety, and Environmental Management; and monitor implementation and compliance by the supply chain.
• Work collaboratively with consultants and contractors to ensure portfolio delivery within QHSE objectives. In particular, ensure that PWA required QHSE reviews and approvals are scheduled and actioned.
• Management of QHSE risk across the portfolio, and preparation of regular reports and briefing papers on the status of the risk, mitigation actions and risk reduction initiatives.
• Preparation of the master audit schedule, audit implementation and management of follow up for corrective actions.
• Measurement of performance of the PMC, consultants and contractors, and incorporation into a feedback process to ensure continuous improvement to meet PWA needs.
• Identification and coordination of interfaces with internal and external stakeholders to ensure necessary support to enable delivery of the projects.
• Monitor implementation of PMCs’ QHSE management and administration processes.
• Prepare monthly QHSE Status Report - content to include:
QHSE performance (statistical) summary
Audit Status
Summary of QHSE meetings
Urgent corrective actions

Line Management:

• Responsible for a small team of QHSE staff who will also provide support for PWA managed projects.

Requirements

Qualifications & Requirements

Mandatory requirements:
• University degree from a recognised university in an appropriate field such as: engineering; construction management; project management. Degrees in other relevant fields will also be considered.
• Driver's License.
• Proficient in English, written and spoken.

Desirable requirements:
• Formal QA Training and Auditor certification.
• NEBOSH General Certificate.

Experience & Knowledge
• A minimum of 20 years’ experience in managing the quality aspects of the design and construction of major new building programmes.
• Experience in the management implementation and compliance to ISO 9001, 14001 and 18001, preferably from the client side.
• Experience in the assessment of consultants and contractors quality plans; and auditing for compliance on major building projects.
• Have good knowledge and experience of international and environmental standards related to building projects.
• Have a working knowledge of Environmental Assessment methods (BREEAM or LEED or QSAS) and the planning and implementation of sustainable design and construction practices.
• Experience of working in Qatar or the Gulf region is desirable.
