The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2018. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Quality, Health, Safety and Environmental Lead to their team to add value in an advisory capacity.

Reporting to PMC Oversight Lead and working as part of the Building Affairs team, this role is responsible for the quality, health & safety, and environmental management functions for delivery of QR10 billion portfolio of education, medical, marine and general building projects for Government clients. A key function is to manage QHSE compliance by the Programme Management Consultant (PMC).

Your responsibilities in the role will include:
- Management of a small team of QHSE staff who will also provide support for company managed projects.
- Establish plans for Quality, Health & Safety, and Environmental Management; and monitor implementation and compliance by the supply chain.
- Work collaboratively with consultants and contractors to ensure portfolio delivery within QHSE objectives. In particular, ensure that company required QHSE reviews and approvals are scheduled and actioned.
- Management of QHSE risk across the portfolio, and preparation of regular reports and briefing papers on the status of the risk, mitigation actions and risk reduction initiatives.
- Preparation of the master audit schedule, audit implementation and management of follow up for corrective actions.
- Measurement of performance of the PMC, consultants and contractors, and incorporation into a feedback process to ensure continuous improvement to meet PWA needs.
- Identification and coordination of interfaces with internal and external stakeholders to ensure necessary support to enable delivery of the projects.
- Monitor implementation of PMCs QHSE management and administration processes.
- Prepare monthly QHSE Status Report including QHSE performance (statistical) summary, Audit Status, Summary of QHSE meetings and Urgent corrective actions

Requirements

- University degree from a recognised university in an appropriate field such as: engineering; construction management; project management. Degrees in other relevant fields will also be considered.
- Proficient in English, written and spoken.
- A minimum of 15 years experience in managing the quality aspects of the design and construction of major new building programmes.
- Experience in the management implementation and compliance to ISO 9001, 14001 and 18001, preferably from the client side.
- Experience in the assessment of consultants and contractors quality plans; and auditing for compliance on major building projects.
- Have good knowledge and experience of international and environmental standards related to building projects.
- Have a working knowledge of Environmental Assessment methods (BREEAM or LEED or QSAS) and the planning and implementation of sustainable design and construction practices.
- Experience of working in Qatar or the Gulf region is desirable.

Desirable:
- Formal QA Training and Auditor certification.
- NEBOSH General Certificate.
