Position Overview:
- Manage and provide leadership for quality assurance (QA) support activities for Global Business Unit (GBU) and/or a major project/program to ensure that products or services provided are in accordance with customer and Parsons Quality requirements.
- Provide leadership for the development and implementation of GBU or project-level QA systems, procedures, and related quality activities.
- Regularly interact with senior-level representatives from a variety of functional groups within and across GBUs, including program management, safety, design/engineering, contracts, procurement, construction, and other personnel.

Duties and Responsibilities:
- Direct preparation, issue and maintain GBU and/or project QA/QC program manual and procedures in compliance with Parsons and customers quality requirements, and ensure that these are implemented effectively.
- Direct and coordinate efforts to initiate (and maintain) GBU/Project ISO 9001 QMS certification.
- Ensure that Parsons and customers quality requirements are met for products and services provided, by verifying compliance with quality standards and quality program requirements.
- Plan, direct and perform QA audits of internal and external organizations.
- Successfully and effectively implement Parsons Training Plan for each year.
- Identify and report to executive management, quality issues or trends based on data from a variety of sources.
- Implement latest effective tools to aid the processes with regards to quality, and work towards achieving zero finding in ISO audit.
- Recommend and ensure implementation of appropriate corrective action to quality issues, in coordination with company management.
- Provide input to management on organization performance metrics, and process or procedural system improvements.
- Act as liaison with customers, contractors and/or internal departments on quality related matters.
- Interface with other GBU Quality Assurance Managers as member of Corporate Quality Working Group to maintain the PACE Quality Guide and advance the overall performance of quality at Parsons.
- Promote the importance of key aspects of continuous improvement (KPI, client assessment, knowledge management, management review, etc) and coordinate the implementation in all projects.
- Provide leadership, guidance and training to QA personnel; monitor performance, and identify skills, training, and capabilities needed for QA activities.
- Assume additional responsibilities as directed by corporate executives.

Requirements

- 4-year degree in Engineering (or related field) and a minimum of 8+ years of related work experience in the field of quality assurance, including some experience in management capacity.
- Lead Auditor certification (ISO 9001 or equal) or ASQC certification (CQM/CQE) preferred.
- Active membership in a nationally-recognized QA/QC organization.

Preferred:
- Professional Engineer registration.
- Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT

Skills & Competencies:
- Requires proven experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
- Requires extensive knowledge of quality assurance/quality control management practices, processes and current technology.
- Requires proficiency in the use of computers and software packages related to field.
- Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals.
