The Role


Responsible for BSS/RAN Planning and dimensioning activities for 2G and 3G; KPI developing and monitoring; know-how transfer to the local staff; apply techniques for Planning Base Station Controller BSC, RNC, IP interfaces, TRAU (TCSM), Base stations BTS, Node-B, Packet Control Units (PCU), RFQ/RFP preparation and follow up, work in a team of planners to achieve the marketing goals & maintain a stable network from Planning point of view, monitor subscriber change in behavior to act accordingly.

* Dimensioning & planning of BSS (BTS, BSC, and PCU) equipment.
* Dimensioning & planning of BSS interfaces (A, Gb, Ater, and Abis).
* High ability to define and analyze the BSS KPI (CS & PS) 2G
* Wide knowledge in GPRS dimensioning.
* Able to define BSC boarders (LAC, RAC)
* Project management & in-line projects with other department NSS, Tx, Roll Out & other departments to have a clear project schedule.
* Warehouse and fixed assets monitoring and controlling.
* Acceptance test documentation & follow up.
* Ability to Manage & Perform Re-define BSC's & Re-Homing of BSCs to overcome any capacity issues.
* Network Performance monitoring on weekly bases with suggestion to change / modify plans to accommodate any change in Subscriber behavior.
* Vendor Management & set criteria for new projects & adjust current projects.
* Assist the Radio Optimization team in undertaking critical reviews of vendor's network planning programs to ensure validity of information, particularly in relation to the analysis of topographic data, coverage planning, cell optimisation, frequency planning and BSS radio parameter settings
* Perform routine audits of network statistics recommending remedial action where necessary, and provide sound evaluation of the performance of the network
* Extensive planning background in Huawei and NSN BSS Products, in order to review the planners outcome & commence with better & enhanced plans & improve the network overall performance.
* KPI Analysis, data from Optima, M2000, NetAck
* Develop RFQ/RFPs as required.
* High understanding of BSS Features Evaluation
* Understanding of BSS Roadmap and BSS equipments phase out from vendors
* Knowledge of others Access technologies such as WiMax, WiFi, WCDMA Â ...etc.
* Knowledge & follow up on technology trend in Radio Access Networks
* Implement Network Designs & Proper Documentation with all network elements within BSS Field.

- 3G

* Dimensioning & planning of RAN (Node-B, RNC) equipment.
* Dimensioning & planning of RAN interfaces (IuPS, IuCS, Iur, and Iub)
* Perfect understanding for the WCDMA concept and evolution
* Good understanding for 3G network Elements (SGSN, MGW, RNC, Node-B, Transmission)
* High ability to define and analyze the RAN KPI (CS & PS)
* Good understanding for the IP transmission.
* CCNA certification is preferred.

* Experience in Huawei BSC6000 & BSC6900 is required.
* Experience in Huawei BTS3900 Family
* Experience on NSN Flexi-BSC and RG30 is required
* Five or more years experience with computer numerical controlled machining
* Microsoft Excel professional
Telecommunication, Communication Engineering and any other equivalent degree.

In October 2003, Asiacell was granted a two-year GSM license for the seven northern provinces of Iraq, catering in the process to a wider client base who collectively shared a need for a quality mobile network, The license was extended in 2005 to cover the entirety of the Iraqi Republic, Consequently, today it is the only telecom network to provide coverage nationwide.

In August 2007, Asiacell bid and won a 15-year national license, becoming the GSM telecom operator with the largest long-term network coverage in the country, The company's breakthrough successes have naturally led to its expansion and growth over a network that is touted as one of the most groundbreaking accomplishments in the history of Iraq.
