Description and Desired Qualifications
CH2M HILL Railway Operations - Jeddah, Saudi Arabia

The role is nominally based in Jeddah in the Western Region of the Kingdom of Saudi Arabia (KSA). Some travel will be required within KSA and overseas. The candidate will play an active role in the client oversight team.

This role has two facets:

1. The oversee the matters relating to Operation and Regulatory approval for the HHR Project
This is the preeminent requirement. Under item one the role involves:
Supporting SRO in their role overseeing and coordinating with the contractor and the Engineer to fulfill their duties related to preparation for operation like market study, branding, traffic study, planning, scheduling, training staff etc.
Supporting SRO in coordinating between the contractor and the KSA Regulatory bodies and thereby ensuring the necessary permits and permissions to operate are available in a timely manner
Overviewing the performance of the Engineer to ensure their inputs support the above bullet points. This will be carried out by reviewing monthly reports, audits, arranging/attending relevant meetings and the like.

The successful candidate will be a key person in the approval chain for the operational railway Safety Case(s).

2. The functional head of conventional safety
The role involves:
Supporting SRO on HSEQ matters
Developing and carrying out (with appropriate support) the HSEQ Audit Schedule for the SRO/URS project team
Ensuring that the Engineer develops and carries out (with appropriate support) the project HSEQ Audit Schedule
Supporting the URS project team in their compliance with URS Corporate HSEQ requirements

The successful candidate will ensure that all operational/regulatory/HSEQ matters for the project will be: delivered to the program, fit for purpose, meet contract requirements, and provides passengers with a safe, comfortable and enjoyable journey.

Requirements

Job Requirements/Qualifications/Experience

An experienced rail operations/regulatory engineer with 20 years plus experience and strong inter-personal skills.

Some regulatory experience can be from heavily regulated non-railway industries such as nuclear or chemical.

At least 5 years must be from within the rail industry, ideally to include high speed and multicultural experience.

Strong influencing/advocacy skills underpinned by in deep relevant experience in overseeing matters relating to Operation/Regulatory and HSEQ matters.

Qualifications Required:

Bachelor's Degree in Engineering or a related discipline
Chartered Engineer
NEBOSH preferred
