Employment: Full Time

This is professional and supervisory work in the Recreation, Social and Cultural Services.

An employee of this class is responsible for planning and coordinating special events, special interest programs, and activities sponsored by the City in accordance with all applicable laws and City policies and procedures. Work includes responsibility for planning, developing, and overseeing the maintenance of all recreation facilities and for developing and promulgating and/or recommending policies, rules and regulations for the department.

Work is performed under the general supervision of City Service Sr. Manager and is reviewed through conferences, accomplishment of desired results, reports, and by observation of recreation programs.

KEY ACCOUNTABILITIES:
1. Plans, organizes, and directs the activity of Cultural Services staffs, and directs all recreation.
2. Activities; makes recommendations to the City Operation Department on annual budget estimates and requests; and prepares regular reports of division activities.
3. Develops, plans, and implements special events such as holiday programs, social and cultural events for people of all ages and abilities.
4. Prepares and distributes promotional literature and press releases; coordinates media coverage of special programs.
5. Plans the improvement of existing and the development of new facilities and equipment; recommends areas facilities for recreation program for acquisition to the parks and recreation program; plans layouts of undeveloped recreation areas.
6. Attends Council meetings, and recreation advisory board meetings; meets with individuals, civic and community groups, and other organizations to speak on matters pertaining to City recreation program;
7. Establishes, within Town policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
8. Demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public.
9. Directs and manages all parks, recreation, cultural, special events and library programs and activities; youth activities, park reservations, rental events and municipal sports programming.
10. Plans, directs and coordinates, through subordinate level managers, the departments work plan; meets with management staff to identify and resolve problems; assigns projects through subordinate supervisors and managers; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets Town policies and procedures for staff; prepares and conducts formal performance evaluations; works with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provides coaching.
11. Responsible for the management and supervision of all recreation centres and ensures safety, proper use, and proper conduct of the patrons.
12. Develops, plans, initiates, organizes, evaluates and supervises an extensive program of indoor and outdoor recreation activities, programs and services.
13. Selects management, supervisory, professional, and technical and support staff and ensures effective morale, productivity and discipline; plans, organizes, administers, reviews and evaluates the activities and performance of staff directly and through subordinate supervisors.
14. Monitors and manages contract compliance and develops, administers and manages the department budget; develops and approves the forecasts of funds needed for staffing, equipment, materials and supplies; directs the monitoring of and approve expenditures, directs the preparation of and implements budgetary adjustments as necessary; administers grant funds, keeps accurate records, assists in writing press releases and reports and makes oral presentations.
15. Schedules facility and programming personnel in order to ensure the successful operation of activities.
16. Remains sensitive and aware of community recreation, social and cultural needs. Studies and analyses program participation and attendance, personnel, and as a result, implements short and long-range actions that will lead to successful operations.
17. Receives and review reports, suggestions; responds to and resolves difficult, significant and sensitive citizen inquiries and complaints.
18. Enforces and relates the policies and programs to the general public regarding the program, services and activities of the department.
19. Identifies, implements, and enforces necessary safety policies, procedures, and regulations.
20. Determines equipment, material, building, and facility needs; prepares specifications for the requisition of equipment and supplies.
21. Identifies training needs; develops and implements staff training classes on an on-going basis.
22. Maintains a high level of cooperation and communication with patrons, staff, media, and other department staff.
23. Cooperates and collaborates with community partners for community-wide celebrations and events.
24. Stays abreast of trends and innovations in the field of city/county management, personnel and budgeting, recreation administration, parks maintenance management, recreational golf, library services, cultural programs and youth services
25. Facilitates collaboration between the Town and various community entities to provide for a diversity of recreational and cultural options such as Art, Theatre, Music, etc.
26. Coordinates programs for the Mooresville Depot and Mooresville Museum Building with the Museum Board, Artist Guild and other outside service providers.
27. Coordinates and oversees marketing for recreational and parks programs through various means.
28. Thorough knowledge of the objectives and ideas of public recreation, including considerable understanding of the diverse activities which constitute a community parks and recreation program.
29. Thorough knowledge of the facilities and equipment needed in a broad recreation program, and of the proper physical planning and arrangement of park areas.
30. Manages the development and implementation of department strategic plans, master plans, goals, objectives, policies, procedures and priorities for each assigned service area.
31. Thorough knowledge of current literature, sources of information, and developments in recreation program administration.
32. Knowledge of occupational hazards involved in the work and the safety precautions for safe performance of the job.

Requirements

- Bachelor's degree in relevant subject (Business Administration, Operations Management).
- Any other relevant international certifications, Project Management certification will be an added advantage.
- University degree in relevant subject and 5 - 7 years of related experience and/or training
- Minimum of 5-7 years experience in the field of Recreation, Social & Cultural Service providing.
- Previous experience in Qatar/ GCC will be preferred.
- Previous experience of working in real estate/ infrastructure/ city management office/ municipality office in a similar role will be preferred.
- Knowledge and understanding of city management and real estate industry.
