Job description / Role

Employment: Full Time

Manpower planning to ensure skilled and competent resource availability
Implementation of manpower planning
Ensuring effective systems are in place to support manpower planning and periodically reviewing their suitability
Complying with Omanization plans in line with Omani Labor Law
Undertake all Employee Relation activities with the relevant function on a daily basis within procedures and standards of practice.
Support the management and conduct data collection and analysis while undertaking Employee Relation activities.
Handle employee relations issues.
Handle conflict and grievances in the Company
Arrange and schedules meetings between grieving staff, managerial personnel, and Labor Union representatives to investigate and resolve grievances.
Prepare statistical reports, using records of actions taken concerning grievances, arbitration and mediation cases, and related employee relations activities, to identify problem areas
Collaborate with the Labour Union in meetings and various cases
Maintains the relationship between government agencies related labor and employment area.
Conducting frequent visits to the Zones to address employees issues
Fully understanding the company policies, and able to explain policies to managers and employees
Foster a proactive rather than reactive orientation in the HR department and throughout the company
Recommending solutions to issues and prevention of problems that will drive overall business goals and objectives
Administer an employee relations and communications program that addresses employee relations policies and management development programs to assure a high level of morale while ensuring legal compliance with Labour law and other Omani laws and applicable resources.
Work with legal to identifies and assesses legal risks and opportunities within the labour and employment area

Requirements

QUALIFICATION:
Bachelor's degree in Human Resource Management or Business Studies or equivalent

EXPERIENCE:
3-6 years in handling the recruitment / employee relations function

SKILLS:
Should have good communication and writing skills.
Should have knowledge of jobs and skills required in the utility industry.
Should have knowledge of recruitment tools and techniques.

About the Company

Muscat Electricity Distribution Company (MEDC) is the only entity responsible for distribution of electricity in the Governorate of Muscat.  It is 99.99% owned by the Electricity Holding Company (EHC) and the remaining 0.01% by Ministry of Finance.  The company was formed on 1st of May 2005 as a result of the Royal Decree  78/2004 promulgating the law for the regulation and privatization of the electricity and related water sector activities in the Sultanate of Oman.

The Decree aims to achieve a comprehensive restructuring of the electricity sector by means of gradual privatization hence the operational responsibilities  were split and passed on from Ministry of Housing, Electricity & Water (MHEW) down to MEDC and nine other companies that are now involved in various related activities.  Having these responsibilities means that MEDC is entitled to own, maintain and develop the distribution networks in the Governorate of Muscat.

MEDC’s main function is to build and maintain the necessary infrastructure for the distribution of electricity in the governorate of Muscat.  The area of responsibility includes private consumers, commercial consumers and government Sector.  This variety in customers gives MEDC a competitive advantage in the field and keeps the door for improvements always open.
