Employment: Full Time

Salary: AED 28,000 30,000

A well-established retail group who are based in Dubai, are keen to hire a Recruitment Manager to oversee and manager the recruitment for their Construction division.

The successful candidate will:
Participate in the development of the Business Unit strategy by providing input from the perspective of recruitment within the HR Department of the Business unit, ensuring that relevant goals and objectives are incorporated.
Participate in the development of the Human Resources (HR) business plans for the business unit, ensuring alignment with the corporate plans.
Ensure the implementation across the business unit and conformance to the HR strategic guidelines, policies and procedures established at the corporate, identifying opportunities for continuous improvement.
Provide input on the functions budget requirements to the Business unit General Manager HR, and accordingly control expenses of the function, ensuring it stays within its operating budget.
Implement annual recruitment plan for the business unit, ensuring alignment with the approved manpower plan and budget.
Manage business unit Recruitment activities to ensure timely and effective recruitment for all non-executive level vacancies in liaison with the Line Management and Group HR requirements across the recruitment lifecycle including candidate sourcing (which may include internal applicants), screening, testing, interviewing, offer and on-boarding stages of candidates.
Liaise with Line Managers to obtain job and candidate requirement specifications and ensure their overall alignment with the approved organizational structure and manpower plan.
Ensure maintenance of a database of available and qualified applicants which will be reviewed prior to initiating any and all external recruitment drives and all records pertaining to recruitment (e.g. number of applications received, number of CVs rejected, number of interviews conducted etc.).
Ensure complete reference and background checks are conducted for selected candidates.
Act as single point of contact with external recruitment agencies serving business unit and ensure an effective working relationship through transparent communications throughout the recruitment lifecycle, including: prioritization of vacancies, required candidate profile, post-screening / interview feedback and employment offer details.
Identify candidate sourcing strategy (including internal vs. external recruitment, outsourcing to recruitment agencies, and advertising) in coordination with the Business unit HR Operations Manager and Line Management and in alignment with the approved manpower plan / budget.
Ensure the group only works with those recruitment agencies which have agreed terms of business with the Group.
Identify opportunities to continually improve the overall candidate assessment process both in terms of cost and time efficiency as well as the overall effectiveness.
Oversees the finalization of job offers to successful candidates to ensure terms and conditions offered are aligned with the Groups policies & procedures and manpower plan & budget.
Coordinate with the Corporate Executive Recruitment team within the HR function in the selection and hiring of Business unit executives, providing adequate information on the specific requirements of the business unit.
Ensure company presence at networking events such as job fairs and conferences, to identify appropriate candidates for available positions.
Coordinate with the Corporate Government Relations function in the finalization of required paperwork including contracts, visas, and appointment letters.
Provide leadership and direction to subordinates towards the achievement of goals and objectives.
Guide and motivate subordinates to enhance performance and produce quality work, and ensure that they are continuously developed for higher level roles.
Prepare performance evaluation and appraisal reports of direct reports to assess subordinates productivity and progress and identify training needs of team members to improve efficiency and ensure conformity with standard procedures and practices.
Ensure that team members are acquainted with the changing situation and the developments of the group.

Requirements

Graduate or Post Graduate Degree, preferably in the field of Human Resources.
Minimum 8 to 10 years experience, with at least 5 years experience in recruitment.
Must have knowledge of methodologies and programs in manpower planning and recruitment strategies.
Must have a good command of both the English and Arabic languages.
Should be able to communicate effectively and have excellent negotiation skills.
Should be able to participate and facilitate group meetings.
Should be able to lead and motivate teams.
