Employment: Full Time

The Recruitment Manager - Research, IT & Medical Informatics is responsible for leading and managing the talent acquisition efforts for Research, IT & Medical Informatics positions. Approximately 50% of the Recruitment Managers time is spent leading, managing, coaching and mentoring a team of Recruitment Specialists and Recruitment Coordinators. Approximately 50% of the time is spent doing talent acquisition project work to build the foundation and infrastructure for a best practices talent acquisition team. The Recruitment Manager works closely with senior management, hiring managers, candidates, vendors and other stakeholders to ensure a high level of service is provided, and the best available talent acquired.

- Plans, coordinates and directs operations within scope of responsibility to ensure departmental operations are executed successfully and planned results are obtained
- Manages and utilizes departmental resources to ensure that services are provided in a timely, efficient manner by effectively utilizing human, physical and financial resources so that budget, IT performance quality and safety targets are met
- Ensures the appropriate selection, orientation, training and performance evaluation of staff
- Oversees the development of Research, IT & Medical Informatics recruitment strategies
- Ensures relevant hiring managers obtain a full in-depth briefing of roles
- Oversees the sourcing of candidates via direct methods to reduce reliance on third party vendors
- Attends conferences and other networking events to maximize recruitment opportunities
- Ensures first round interviews are held to provide the hiring manages with a fully qualified short list
- Initiates appropriate assessment tools to test technical capabilities
- Ensures proper background screens, references and security checks are obtained
- Oversees the preparation and extension of offers after obtaining appropriate offer authorization
- Oversees proper candidate contract negotiations
- Ensures effective candidate care including appropriate and prompt feedback on application and interview results
- Helps manage workforce planning efforts for client groups
- Builds trusting, collaborative relationships with staff, hiring managers, peers, other disciplines, ancillary services, vendors and community leaders
- Partners with other Recruitment management on recruitment infrastructure-building efforts and plans to meet agreed objectives and targets. Includes strategy and structure development, recruitment policies and processes (e.g., process mapping, etc.), development of recruitment operations and systems, etc.
- Ensures that services are provided in accordance with international standards of care, policies, guidelines and protocols of Sidra and the State of Qatar
- Demonstrates and ensures an understanding, appreciation and respect for cultural differences and diversity in the workplace and creates an inclusive environment.
- Works closely with colleagues to create a strong team environment to support all recruitment efforts.
- Adheres to Sidras standards as they appear in the Code of Conduct and Conflict of Interest policies

Requirements

- Bachelor's degree
- 7+ years recruitment experience including IT, Research or Medical Informatics
- 2+ years recruitment managerial experience in a healthcare environment.
- International recruitment experience

Skills:
- Demonstrated excellent communication skills
- Demonstrated ability to evaluate and re-design recruitment strategies, systems and processes
- Demonstrated ability to use impartial judgment and retain and impart confidential information appropriately
- Effective business writing skills including the ability to produce advertisements, job descriptions and reports
- Demonstrated strong consultation and negotiation skills
- Ability to work on own initiative and make judgments involving the analysis of facts or situations
- Tact and diplomacy and strong work ethic when dealing with sensitive issues
- Demonstrated ability to provide a polite, caring and timely service to all hiring managers and candidates
- Proficiency in the use of Applicant Tracking Systems.
- Proficiency with Microsoft Office suite
- Fluency in written and spoken English
