Job description / Role

Employment: Full Time

The Recruitment Manager at will be at the focal point of contact for all activities and topics relating to recruitment. The incumbent will provide the highest level of support and information in developing an efficient and innovative recruitment function. The incumbent will be the custodian of managing the entire hiring process from initial supply of manpower need to the on-boarding of hired employees.

Job Role
System & Capabilities
• Develop a thorough and efficient recruitment strategy, policy, procedure, templates, ..etc that ensure the right practice is undertaken to attract the best matching talents to serve the mission.
• Monitor the international and local labour regulations and comply with any amendments/changes and report any new regulation that may be of concern to the operational activities of the group. Ensure compliance with the Saudi Labour Law.
• Manage the HR recruitment team, including the development and operation of appropriate recruitment/selection methodologies to ensure that the organisation is able to deploy resources in the most effective and efficient manner. Ensure feedback to staff on the department’s performance in meeting set targets and KPI’s.
• Maintain comprehensive awareness of the current HR issues and current/future employment trends in order to continuously improve service delivery and policy advice/practice.
• Create the system/database/ reporting tools that supports the capturing and retrieval of all recruitment efforts (CVs, assessment, status, ...etc) when deemed necessary.

Manpower Planning/Supply
• Ensure that the manpower planning procedures support the business objectives.
• Identify the current/future manpower need across all functions while direct coordination with the designated function heads.
Sourcing
• Use effective tactics both, in-house and external sources to identify key talent pools and source them against established competencies/criteria.
• Manage the client relationship with preferred suppliers of agency staffing resources ensuring effective operation of the contract to maximise the effectiveness and value for money of the supply of agency staff.
• Monitor and evaluate the performance of the contracted recruitment agencies against stated objectives, quality of talents supplied within a specific/allocated time frame and cost comparison with the other service providers.
• Maintain and effectively manage an active and organised data of applicants for various positions.

Screening/Selection
• Initial Screening/Shortlist:
• Evaluate/Screen the relevance and compliance of candidate profiles received from different channels/sources against agreed recruitment criteria.

• Initial Interviews
• Conduct initial interviews to assess the technical mastery and personality traits of the applicants before forwarding the applicant to the concerned department head.

• Final Assessment
• Manage and conduct a final assessment of the applicants with the concerned hiring manager to foster the selection of shortlisted applicants.

Employee On-Boarding
• Ensure the New Employee On-Boarding Programme is successfully implemented and monitored throughout the organisation and all its functions with the aim of fostering a positive attitude amongst new recruits and hence improve the retention rate.

Financials
• Manage designated budgets, monitor expenditures and ensure compliance with the Compensation and Benefits Programme.

Requirements

Preferably a Saudi Citizen with a Bachelor’s Degree in any academic field, Master’s qualification is a plus.
Minimum work experience of 5 years in a similar Managerial Recruitment/ HR position.
Excellent communication skills with required fluency of the English language.
Exposure to the recruitment activities at all levels, from Senior Executives to Administration staff.
Ability to work under pressure and manage simultaneous projects.
Trustworthy, Organised, intuitive person with a methodological approach.

Skills:
• Strong knowledge of the Saudi labor law and regulation is required.
• A competent individual with strong negotiation skills.
• Understanding of the local business climate and career trends is essential.
• Job interviewing skills.
• High level of Business Savvy
• Knowledge of the social media channels.
• Experienced and mature individual with a high level of professional integrity and work ethics.
