Main Purpose of the Job:

This role leads the design and delivery of the regional L&D strategy for the Middle East region ensuring that L&D solutions meet regional business needs as well as aligning to Group corporate strategy.

Key Responsibilities/ Duties:

Owns the design and delivery of the regional training strategy, leveraging Group solutions where possible;
Leads the development and implementation of regional talent management strategy in conjunction with HR Managers in location;
Delivers key Group programmes, utilising regional expertise, external suppliers and Group L &D as appropriate;
Leads the development and implementation of the Graduate Development Programme within the ME, ensuring Nationalisation requirements are also delivered;
Provision of advice and guidance to the ME HR community and line management ensuring learning activities are of appropriate quality to positively engage our people;
Liaison with key stakeholders to define and analyse training requirements, using sources such as Personal Development Plans, analysis of Service Line Skills Logs, business plans articulated through value propositions and Service Line priorities;
Works with Group and Regional HR team to continuously improve, update and facilitate Regional induction programme;
Delivery of personal effectiveness, management development and other identified learning interventions (based on personal expertise);
Identifies appropriate external training providers to support provision of required learning and development interventions;
Monitors and evaluates the impact of learning solutions, to ensure they meet their design intent and the needs of the business;
Works closely with Regional Service Line Leads to ensure learning activity supports the process of technical and professional competence accreditation;
Liaises with regionally based centres of external professional bodies to ensure a Service Line specific professional development framework can be met at a regional level and qualifications are recognised in GCC countries;
Works with Group L&D to implement a skills accreditation system within the EC Harris Academy that links skills gaps to available organisational learning, creating personal development plans and supporting the creation of a Regional based training plan;
Leads the implementation of the L&D elements of the ARCADIS Program Management growth strategy;
Assists with the annual graduate recruitment campaign ensuring that HR and Resourcing team understand the graduate development programme;
Undertakes all administrative and logistical activity around the planning and organisation of learning and development interventions, using the Academy system and leveraging the experience of Group L&D

Requirements

Minimum Bachelors Degree, ideally a Masters Degree or equivalent. A recognised HR qualification (CIPD or equivalent) is preferred;
A minimum of 5 years’ minimum experience arranging and facilitating training programmes
Experience of designing and delivering development interventions
Experience of working in a Learning and Development environment in the Middle East is desirable
Experienced at coaching/influencing/ mentoring managers.
Excellent, in depth knowledge of L&D and HR practices;
Fluency in English is essential with excellent written English language skills.
Strong relationship management skills and personally confident to effectively address and influence stakeholders;

Strong people management and relationship building skills essential;
Ability to focus on business requirements, ensuring activity is of high value
Customer focus with a drive to deliver exceptional customer service;
Delivery focused individual with the ability to work in a self-sufficient manner;
Ability to build strong working relationships/networks with all stakeholders and maintain a high degree of integrity;
Excellent communication skills (written and verbal) to ensure that employee communications drives engagement across all levels;
