Description and Desired Qualifications

Resident Engineer (Marine Works) - Abu Dhabi, UAE

The NEB Navigation Access Channel works comprises:- dredging of a navigation channel (450,000m3)
- placement of the dredging arisings as reclamations
- installation of a new petrol/diesel marine fuelling station

- repair and replacement of existing navigation buoys
Halcrow has designed the works is awaiting appointment for the construction supervision.
This requisition form is for the role of Resident Engineer for the construction supervision of the marine works. The Resident Engineer provides oversight of the construction supervision of all aspects of the project to ensure that the design documentation is safely and accurately implemented on site, and that the requirements of the construction contract are followed.

The Resident Engineer reports to the Halcrow Project Manager and supervises an Assistant Resident Engineer, Inspector of Works and Surveyor.

Job Responsibilities/Accountabilities:

- Perform the duties of the Resident Engineer on site in accordance with the construction contract.
- Management and direction of a team of Engineers and Inspectors for the supervision of the construction of the marine works.
- Acts as prime point of contact with the client for the construction supervision aspects of the project, including progress reporting, safety, financial recommendations, quality control and design modifications.
- Builds a trusted relationship with the Halcrow's project manager and with the client's counterpart staff.
- Establishes an appropriate working relationship with the contractors.
- Places an emphasis on safe construction practices (Target Zero) and on maintaining a high quality of construction. Leads by example in driving safe practices on site.
- Uses effective project management and controls systems to regularly report on progress to Halcrow's project manager.
- Monitors progress of construction against the programme, and takes steps to ensure the programme is achieved.
- Ensures that the project quality control procedures are used for the supervision works and monitors it for improvement. Cooperates with audits required in accordance with the contract requirements and Halcrow's internal systems.
- Defines the scope of work of any sub-consultants and ensures that their employment is effectively administered.
- Identifies software and systems required for the administration of the project construction supervision.
- Contributes to the safety and build-ability reviews of the proposed designs.
- Evaluates, selects, and adapts construction management and control techniques, procedures, and criteria to suit job tasks, and devises and implements solutions to problems encountered.
- Ensures that the Construction Supervision team members effectively identify, manage and report project risks.

Requirements

Job Requirements/Qualifications/Experience:

- Recent previous experience (within last 5 years) as a Resident Engineer for marine engineering construction projects including dredging and reclamation, and are ideally located in the Middle East region.
- Minimum 15 year’s post graduate experience in the site supervision and construction management of civil engineering projects.
- Have a BSc in Civil Engineering from an internationally recognized and accredited university.
- Minimum of 5 years post chartered (or PE registration) experience.
- Fully understand the aspects of site supervision and construction management of marine engineering projects.
- Be enthusiastic about improving the safety performance of site operations in UAE.
- Be able to communicate effectively with site teams and motivate them to meet the project objectives.
- Good leadership skills, and be able to work in a multi-cultural and multi-discipline team.
- Excellent communication and report writing skills, and good presentation skills in English.
- Written and spoken Arabic skills are beneficial but not essential
