Guidance Note for those not familiar with SCADA
SCADA is a computer system for gathering and analyzing real time data. SCADA systems are used to monitor and control a pumping or treatment plant or water or waste water distribution system.
A SCADA system gathers information, such as a reservoir level and inlet valve opening position and transfers the information back to a central site, advising the operators that a set water level has been reached and an inlet valve is open a certain amount. This information is stored in real time and can be retrieved to review records later. This is the information gathering and reporting function of SCADA.
The control function in the same scenario could be that the reservoir inlet valve is preprogrammed to progressively shut as a set water level is reached to avoid overflow. In addition, it is likely that a part of the SCADA programming would be that if the inlet valve shutting failed, a high water level alarm sounds for the operators (both locally and at the remote control / monitoring station), and that a dump valve is automatically opened if there is not a free surface overflow.
A SCADA engineer will prepare a scheme to control a system in all possible circumstances and arrange for hardware and software to be designed, manufactured and installed, and then commission and check each function to ensure correct installation before handover.
Role:
To provide SCADA and Control System engineering services associated with reservoirs, pump stations and water distribution networks being supervised by the company in Oman.
Key Responsibilities
- To review and recommend approval as competent the SCADA specialists to be used for the works
- Review and approve that designs, drawings and document submissions for all SCADA for the works prepared by the contractor.
- To provide technical advice on matters relating to SCADA and control
- To interpret the Clients requirements as necessary and guide and supervise the contractor in ensuring these are achieved
- To provide an interface between the Client and Contractor, and to resolve issues between them.
- To check and recommend approval of software and hardware proposed by the Contractor
- To supervise the installation of the software and hardware
- To supervise and manage witness testing for testing a commissioning of all SCADA
- Maintain QA records as required
- Regular reporting both verbally and in writing
Requirements
- A B.Sc. Instrumentation Engineering degree from a recognized institution
- Good command of written and spoken English (but mother tongue not essential)
- 10 years in increasingly responsible positions
- 5 years experience in the field of construction of water supply projects
- Past experience shall include successfully completing a previous position as site engineer on a Project of similar nature and scope of work
- Good communications skills, including the ability to interact effectively with people of a different culture
- Ability to work effectively and diligently as an individual and team member to resolve complex faults on critical equipment.
- Ability to prepare competent technical and non-technical documentation in English
Advantage/Likely to have:
- Overseas experience
- A consultant or contractors background in the construction industry in SCADA/controls role
- Driving license
- Pre-existing quality and Safety training
- Knowledge of data communications protocols, networking equipment and computer operating systems such as Windows and Unix, including Cisco or Microsoft certified qualifications.
