Job description / Role

Employment: Full Time

Objectives:
- To lead the team and responsible for the procurement of services while ensuring that SA policies, procedures and ethical policies are adhered to.
- To provide assistance with the procurement needs for services required by user departments, including preparation of Quotations, Tenders and Proposals in accordance with the SA Tendering Policy.

Main responsibilities:
- Plan, organize and control all the procurement services activities to the operation to safely deliver high-quality
- Supervises professional/analytical staff members to provide direction and feedback and ensure assigned procurement services projects and tasks are completed accurately and within specified deadlines
- Serve as the liaison for the Procurement Services Division with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues
- Direct daily work activities and ensure safety, quality and appropriate productivity
- Directs staff to provide administrative services to Department employees by prioritizing incoming assignments to ensure accurate and timely completion of work, ensure the efficient daily operation of the work unit and ensure accountability and adherence to applicable local laws and SA policies and procedures
- Track, manage and optimize value, savings and total cost of ownership
- Work within stringent deadlines to complete projects and assignments within a restricted time period

Continuous improvement:
- Apply technical skills and experience to recommend ways to improve procurement services process and suppliers performance
- Implement change in accordance to SA goals.

Monitor, control and conserve resources to minimize waste and maximize profits
- Optimise resource usage and minimize waste (eg: repetitive orders)
- Control time and attendance while maintaining accurate SAP records; control costs
- Evaluate the quality and price of services to judge suitability of services and alternatives offered
- Identify ways to achieve best value for money and increase productivity or high quality services

Lead and motivate the team to deliver on the team, the Area and the Departmental goals
- Establish self as leader of the team. Demonstrate assertiveness skills
- Direct the team to safely deliver against the Work Plan (tell): communicate the plan; set daily performance targets
- Set stretching team goals and improvement targets; create milestones; adjust style and communications to lead and motivate different people; align team and individual goals with the Departmental and SA business objectives
- Set individual performance objectives, manage performance, develop and motivate staff, deliver formal and informal feedback, deliver on-the-job coaching to maximize individual, team and Departmental performance. Action the disciplinary cycle with support from a senior; keep management informed
- Manage time and attendance while maintaining accurate SAP records
- Empower the team to function within defined limits (delegate action to the lowest possible level)
- Apply a participative management style to lead the team to a new level of performance (engage the team in problem-solving and decision-making). Facilitate brain-storming to enable the best ideas to be expressed. Encourage independent problem-solving and full ownership of outcomes, removing barriers where necessary

Develop the team to a new level of capability and performance
- Execute the SA Omanisation strategy by participating in recruitment and by developing local people.
- Execute Training plans. Action development initiatives (observe; coach; train; counsel under-performers).

Requirements

- Bachelor's degree in business, procurement, logistics or relevant fields
- 6 years of experience in procurement, logistics or relevant fields
- Nationality Preference: Omani
- Language Fluency: English & Arabic (Fluent)
