Job description / Role

Employment: Full Time

- Lead sites on Incident Classification, Investigation and Reporting. Keep the Company ICIR standard updated. Monitor and report site compliance against ICIR.
- Maintain Company Incident Reporting software (GIRS) as single point responsibility and keep it up to date.
- Analyze all Incidents weekly and ensure HQ analysis matches with site Incident analysis on weekly basis. Publish, communicate and follow up weekly themes and corrective actions with sites.
- Develop Incident alerts and learning from incidents.
- Lead as expert in Incident Investigations by using Investigator-3 and Root Cause analysis tools.
- Draft Terms of Reference for Incident Investigations.
- Review all HIPO incident investigations for quality and follow up remedial actions from all incidents.
- Draft notifications for all serious incidents
- Analyze safety KPIs and provide input to Annual Sustainable Letter and Monthly HSE reports
- Monitor, analyze and report Behavioral Safety / HSE Culture program
- Develop, Launch, Communicate, Monitor and report Behavioral Safety Program and Life Saving Rules and provide specialist support to sites as subject matter expert
- Coordinate Corporate Crisis and site Emergency Response Planning
- Develop and update Corporate crisis response plans
- Maintain and test crisis management team structure and system
- Train the Corporate crisis roles
- Provide expert advice and quality check site Facility Response Plans
- Provide Pre-Incident planning expertise support to sites by facilitating PIPA (Shell FRED)
- Develop and Review Corporate Permit to Work System
- Develop, maintain and provide assurance on Company PTW standards
- Lead sites in maintaining safe system of work, supporting tools, procedures and forms
- Provide expertise on Hazard Identification and Risk Assessment (HIRA)
- Liaise with sites on Compliance to Process Safety
- Conduct Assurance on Process safety expectations, standards and application manuals
- Lead site self-assessment on Process Safety requirements
- Report API-754 Process safety KPIs every quarter
- Coordinate review and implementation of Major Accident Prevention Plans (MAPP)
- Develop Safety standards, procedures and guidelines
- Contribute to the development and maintenance of Corporate Safety standards and guidelines, which incorporate UAE statutory requirements, company guidelines and international best practice.
- Coordinate implementation of COMAH
- Provide specialist support in implementation of COMAH remedial action plans
- Provide support on Fire and Safety in Operations
- Specialist advice on fire fighters competency
- Coordinate fire and safety reviews in operations
- Provide Specialist Advice on Road Safety
- Provide expert advice and specialist input on Road
- Transport to HQ and sites
- Coordinate improvement in Road safety KPIs
- Lead road transport incident investigations and coordinate improvement plans with contractors
- Conduct Safety Audits
- Participate as safety expert in corporate Level-2 and 3 HSE Audits with sites and HQ
- Follow up HSE RAP closeouts
- Lead / Participate in Audits covering Plant commissioning, Shutdown, Pre-startup and H2S
- Conduct Safety Awareness and Trainings
- Provide Safety Awareness and training support to HSE coordinator and site HSE Dept.
- Review training packages from safety point of view
- Participate in Company sub-committees on Safety
- Contribute to Company sub-committees on safety subjects

Requirements

- Degree in Engineering ideally with specialization in a related field e.g. Safety Engineering.
- Exposure to international standards of Environment and/or Safety e.g. ISO
or
- Occupational Safety and Health Administration (OSHA) is considered desirable for this job.
- 6 years or more of similar experience with at least 3 years in a relevant exposure to operations in oil and gas industry
