The Role


POSITION OBJECTIVES
• Handle administrative duties and carry out relevant inspections on the company’s property portfolio to ensure property complies with relevant Health & Safety and Fire Safety requirements.
• Ensure all duties and inspections are carried out in compliance with Qatar and the Civil Defense Regulations.
• Assist in developing and ensuring building rules, regulations and compliance activities are in accordance with approved / developed company procedures, relevant statutory provisions and are effectively and efficiently administered.
• Provide administrative, procedural and technical advice on fire prevention and safety matters for the company in accordance with legislation, regulations and codes relevant to the position, and carry out the responsibilities of a Fire Prevention Officer.
• To interpret and implement relevant statutory codes and company requirements.
• Undertake necessary training to become proficient in carrying out the duties of a Building/Fire Prevention Officer.
• Assist in the development, training, implementation and follow up on compliance of relevant Health and Safety systems and procedures e.g. Evacuation Procedures, Risk Assessments, Hazard Inspections etc.

KEY RESPONSIBILITIES

1. Property Compliance, Renovations & General Construction
Commensurate with experience and under the supervision of line manager:
• Assist in the receipt of documentation and telephone enquiries relating to building and fire prevention matters.
• Routinely inspect current buildings and work under construction to ensure compliance with relevant regulations, acts and company procedures and checklists. Compile list of issues and actions required to regain compliance.
• Notify builders of any remedial work required and follow up to ensure work is carried out, maintain records of inspections.
• Assist Line Manager with carrying out statutory and periodic inspection of buildings to ensure compliance with approved building plans.
• Develop and maintain record keeping system on all compliance related inspections and investigations and provide written and ‘chart type’ reports on a monthly basis to line Manager.
• Compile quarterly and annual reports in relation to all building compliance related matters.
• Research and retrieve building plans and relevant documents from company or contractor/supplier.
• Assess, undertake consultation and agency referrals, prepare reports, update computer records and undertake administrative duties in relation to building aspects.
• Assist with the implementation of the building assessment for new and refurbishment/upgrade works.
• Generate computer based company consent documents for Building Applications on completion of assessment.
• Provide assistance to the Line Manager in enforcement of maintenance of essential services on buildings.
• Ensure accurate record keeping and regular updating of information systems.
• Undertake any other duties commensurate with the classification of the position as required by the Building Manager.

2. Fire Prevention
• Identify and inspect properties on private and public land (having influence on company property) to assess potential fire hazards under the Qatar Civil Defense rules and follow up to ensure legislative compliance.
• Undertake regular inspections and assessment of the storage, handling and use of chemicals and hazardous substances and ensure necessary documentation exists e.g. chemical registers.
• Issue and follow up with compliance regarding ‘Work Permits’ as they pertain to Fire e.g. hot works etc based on Method Statements.
• Prepare reports as required under the Civil Defense Fire and Emergency Services Rules.
• Undertake other duties relevant or in relation to Fire Prevention issues.
• Assist in the development, training, implementation and monitoring of the required Health & Safety systems and fire safety management procedures.
• Understand how fire prevention, detection and suppression system and equipment functions and able to train others e.g. Fire Extinguishers, EWIS panels etc.
• Work closely with local Civil Defense representatives to coordinate fire emergency planning for company properties and also arrange relevant training.

3. Occupational Health & Safety and Welfare
• Ensure all personal behaviors and execution of duties is done with high regard for own personal safety and the safety of those around them.
• Assist in the development, training, implementation and follow up on compliance of relevant Health and Safety systems and procedures.
• Ensure all safety devices and protective equipment is inspected, maintained, operating and being utilized in accordance with health and safety procedures.
• Obey all legal instructions from their line manager issued to protect their own personal health and safety and that of others, and not to perform any procedure or task unless they have received appropriate training and instruction.
• To take such action as is within their competence and responsibility to report or make such recommendation to a higher level as they deem necessary to avoid, eliminate or minimize hazards of which they are aware in regard to working conditions or methods.
• To respond to and report any accident or injury that may arise and implement the necessary actions e.g. incident investigation.
• Implement all necessary procedures and controls to ensure all areas within company properties are in safe condition.

4. Recordkeeping
• Develop and implement correct document control and record keeping procedures as they relate to job role.
• Create records to support the conduct of business activities.
• Register records into paper and/or electronic recordkeeping systems.
• Develop and maintain knowledge of where records are kept within company premises.

5. Customer Service
• In accordance with company policy, procedures and processes, be proactive in the delivery of services ensuring that quality service is provided at all times whether the communications are delivered personally, electronically, written or by telephone with the customer/tenant or owner.
• Ensure provision of high quality focused service at all times in accordance with company standards.
• Uphold Owner service standards and related positive behaviors in interactions with other sections, agencies and members of the community.
• Maintain effective and cooperative communication with all customers, community
• Groups/organizations, business, Council and other Government authorities.

Skills and Experience
• 10-15 years experience in positions matching criteria outlined in position description
• Demonstrated experience in leadership/supervisory roles.
• Qualified trainer as it relates to position description.
• Comprehension of working drawings, plans and specifications.
• Sound computer literacy (word processing, organizational computer systems).
• Sound research and interpretation skills.
• Proven ability to negotiate, consult and resolve conflict.
• Effective written communication skills.
• Demonstrated ability to manage time, plan and prioritize projects and tasks.

Knowledge
• Knowledge of Qatar regulations, requirements, regulations, bylaws and typical policies in relation to Health & Safety, Fire Safety etc relevant to position.
• Knowledge of health & safety requirements related to the position and safe work practices.
• Knowledge of fire management systems, fire plan drawings etc.
• Knowledge of construction techniques and practices.
• Practical knowledge of the administrative and technical provisions of Qatar Civil Defence Rues which are based on NFPA.

Qualifications and licenses
• Current Qatar drivers license or transferable
• Diploma in Fire Safety
• H&S or Engineering qualification
• Building industry experience
• Experience in a related field.

• Ensuring company responsibilities in relation to public safety throughout the companies premises are met in accordance with policy and legislation.
• Maintenance of accurate Owner records.
• Correct utilization of appropriate protective equipment.

• The efficient and timely completion of all duties for which the position is responsible at an acceptable standard.
