Job Purpose
To advise and support the business relating to compliance with international sanctions regimes and associated risk to create a strong compliance culture.

The task is to be carried out in conjunction with Country Head of Legal & Compliance and Regional Financial Crime to ensure that the Bank has adequate controls and procedures to manage its risks so as to protect and enhance the reputation of the Standard Chartered Group with its stakeholders and to avoid significant financial loss.

Key Roles and Responsibilities

Responsibilities
* Assist in overseeing the regional Compliance responsibilities for Sanctions.
* Be responsible for provision of Sanctions advice and guidance to the relevant business and country compliance in the MEPA countries, and elsewhere as needed.
* Assists to identify and contain Sanctions compliance risks, foster a compliance culture in the Bank and optimize relations with the Regulators, protect the reputation of the Group, comply with applicable Group policies and standards and local laws and regulations in order to prevent criminal sanctions.
* Lead the continued implementation/upgrade of Sanctions Compliance in all MEPA sites and globally through staff training, project coordination and business support.
* Support management in meeting its compliance obligations as outlined in the Group's Sanctions Policy relating to identification of suspicious activity.
* Provide support and assistance to the business lines and Country and Regional Compliance Officers on the implementation and operation of the Sanctions Compliance systems.
* Provide advice on Sanctions compliance issues that arise through the business and country compliance functions.
* Provision of client-based and transaction-based support to the businesses in countries across the region and globally on sanctions matters to standards set by Group Sanctions Advisor.
* Advise the businesses on applicable sanctions laws and regulations, and the Group's Procedures.
* Advise on specific actual and proposed transactions.
* Advise and assist with regard to SR7 compliance.
* Responsible for identifying training needs in the region and providing key inputs to develop a sound sanctions training program.
* Evaluate and monitor existing procedures and develop new procedures, systems and controls with specific focus on common systems, off shoring initiatives to minimize the risk of the firm being used for financial crime and ensure the business is compliant with current Sanctions Compliance requirements.
* Process review and enhancement related to the referral, escalation and resolution of sanctions alerts in country and in the processing hub.
* Assist with local countries' list management.
* Represent SCB at regional focus/benchmarking groups (ACAMS etc).
* Support the bank's communications with regulators, and contribute to continued close and successful worming relationships with them.
* Leadership and teamwork required with operations teams in countries and in regional processing hubs.
* Evaluating and advising on reputational and sanctions risk arising from customers and transactions.

Requirements

* Knowledge of applicable laws and regulations and the ability to interpret them and apply them to actual situations.
* Knowledge of the Business and products.
* Strong verbal and written communication skills.
* Ability to work within a fast-paced and complex environment with constantly changing deadlines and priorities.
