Job description / Role
Allen & York are currently recruiting a Head Section of Purchasing for a key Abu Dhabi government client.
Reporting to: Manager of Contracts and Procurement
Basic Purpose of the role:
Plans, supervises and controls the procurement activities for all CWM requirements of materials, equipment and spare parts. Includes participating in determining procurement policies and programs and preparing detailed procedures to ensure time completion of related activities; exercising general supervision over purchasing and administration activities.
Key Responsibilities:
- Supervises the activities of assigned personnel in the Procurement Section. Performs supervisory duties and exercises financial authority at the level established by management for the position.
- Participates, in conjunction with other colleagues in the department in determining procurement policies and strategies. Includes the specification of general and specific conditions, negotiation of pricing agreements and determination of local requirements for documentation including approval and customs formalities.
- Participates in the planning and supervision of specific procurement programs for immediate and future requirements for materials, equipment, and general services. Reviews operations and maintenance requirements on a regular basis and discusses detailed purchasing of additional or replacement materials. Follows up on purchasing activities by reviewing and signing purchase orders, approving quotations received for orders within own financial authority. Supervises expediting of materials ordered to ensure that these are received in time to satisfy operational requirements.
- Evaluates sources of supplies based on information obtained from subordinates as to differences in prices, delivery terms and reliability. Decides on suppliers or makes recommendations to Manager depending on size and total value of items requested. Reviews purchase orders, invoices, and delivery notes to ensure accuracy.
- Supervises the Section's participation in tenders activities. Includes ensuring that subordinates are fully aware of procedures and the limits of their authority. Reviews specifications for materials to be purchased by tender, discusses with the Contracts Section and presents comments to the Manager Contracts and Procurement for decision. Attends tenders opening, reviews bids received, ensures compliance with commercial conditions and directs the preparation of bid summaries.
- Reviews subordinates reports on trends within the market, recommendations for adding new sources to existing lists of suppliers, contractors and vendors.
- Prepares and presents budget submissions for the operating and manpower requirements of the Procurement Section. Reviews and initials all invoices related to such provisions and provides justifications to management for out of budget expenditure.
- Carries out other similar or related duties such as directing and participating in the preparation of activity reports, as required, assessing new procurement systems and training plans for subordinates and attending weekly staff meetings. Performs other related duties as directed by immediate supervisor.
Requirements
Qualifications:
- University degree preferably in a technical discipline.
- Formal qualification in procurement is preferable.
- 10 - 8 years' varied materials experience particularly with respect to the procurement of general materials and equipment, including at least 3 years' in a supervisory position.
