Employment: Full Time

The Security Manager is responsible for the effective and efficient management of Security Services providing a safe and secure environment for staff, students and visitors of Zayed University. The Security Manager will manage the delivery of security services provided by the nominated Security Service Provider to the agreed standards and as detailed in the Security Services deliverables The position will be responsible for ensuring compliance with Serco financial, commercial, service delivery, risk mitigation and achievement of contractual targets of quality, safety and service reliability.

Duties and Responsibilities (What you need to do)
Key Job Responsibilities
Reporting to the General Manager, key responsibilities will include:-
- Support the General Manager to set security policy and plan security management systems for Zayed University
- Liaise with external security agencies (PSBD/NSI/Police) ensuring the security service is delivered in compliance with legislation
- Organise and manage daily security operations and provide direction to subordinate supervisors and coordinators regarding security activities and works of their functional areas
- Ensure and develop the competence of the supervisors and provide mentoring, coaching and support as required
- Produce and implement the Security Service Training Plan and carry out regular Tool Box Talks on relevant topics
- Manage and monitor the service provision provided by the security contractor
- Carry out threat analysis and implement security measures appropriate to the threat
- Manage the budget in line with set expenditure and review the monthly invoice to ensure value for money and compliance with contractual obligations
- Monitor Key Performance Indicators and agree improvement plans within an agreed timescale where these fall below set standards
- Developing security procedures and instructions related to security duties, enforcement of Serco and Zayed University security Policies
- Carry out the investigation and reporting on security incidents and issues
- Monitor and control staff performance to satisfy the agreed KPI`s

Job Specification
- Manage and monitor the performance of Serco security staff and ensure adherence of quality management systems & standards, compliance with Quality, Health, Safety, and Environmental guidelines. Ensure that all processes, procedures and associated documentation are compliant with the requirements of the ISO 9001 standard as dictated by the QHSE Department.
- Liaise with customers and senior managers of Zayed University to ensure the agreed level of service is being delivered to the standards required
- Produce monthly, quarterly and other reports in the correct format and within the timescales dictated by Serco
- Investigating customer complaints and providing written reports to the General Manager with recommendations for remedial action
- Review the Control Room and Building Logs daily and investigate any anomalies accordingly.
- Investigate all instances of crime, vandalism, traffic offences or any other security related matter and produce formal written reports in the relevant format within a timely manner
- Make regular inspections around the campus, inspect the Security Service and liaise directly with the University Security Point of Contact (CPDO)
- Manage the Departmental asset register.
Quality, Health, Safety & Environment Job Responsibilities
- To comply with the organization`s QHSE policies and procedures at all times.
- Fully support the General & QHSE Managers in the delivery of the Security Services for QHSE compliance, policies, procedures and systems that support a safe and professional work place and ethics.
- To work safely at all times and to report all hazards and incidents
- To actively participate in all QHSE training, programs, audits and inspections, as necessary.
- To exercise a personal duty of care for your own health, safety and welfare and to that of all others.
- To lead by example and ensure to protect the environment by conservation of electricity, water and other natural resources, and minimising generation of waste.
Information Security Responsibilities
- To protect information assets including both electronic and paper based from all threats whether internal, external, accidental or deliberate.

Requirements

Background
The Security Manager will be a highly motivated flexible individual with energy and drive, have good planning abilities and an analytical approach to problems. He/she shall have good all round knowledge of the Security Legislation as applied in the region and will have had previous experience of managing similar services in a large multi building facility.

He/She must have good knowledge and understanding of the management and operation of a Security Control Room and the associated electronic security and safety systems such as CCTV, Access Control and Fire Detection. .

Knowledge

- Degree holder or diploma level in a security, risk management or equivalent security related discipline.
- Developed understanding of security legislation applicable to the region.
- Extensive knowledge in security methodology, practices and operating systems with demonstrable experience in technology for security CCTV and access control.

- Trained and managerially experienced in emergency planning and crisis management
- Able to develop and implement operating procedures, training, standards and policies for security operational duties and functions.
- Current UAE driving licence

Skills

- Problem solving ability with a clear understanding of security objectives and deliverables
- Computer literate - MS Office , Excel, Project etc
- Presentation and negotiation skills
- Excellent communicator and motivator at multi levels

Experience

- Ten years in security or related industries (police or military)
- Five years in security managerial position
- Three years Middle East experience (preferred)
- Experience of coordinating large work force through service providers
- University or Higher Educational Facility experience is desirable
