The post holder will work under the directive of the Executive Director and Assistant Executive Director for Business development, assisting the Chief of Staff (CoS), Chairmans and Department Heads in the operational, business and performance management of the Departments; ensuring that services delivered meet accreditation and HMC standards

Principal Accountabilities

Operational Management
- Supporting the CoS, Head / Chairman in all aspects of the operational management of the individual Departments.
- Ensure the timely delivery of all key performance targets including access/waiting time, financial and quality standards; focusing on customer care and continuous compliance with the relevant accreditation standards.
- Resolve complaints / concerns that are relayed from the Patient and Visitor Centre in line with the Corporate Policy.

Strategic & Business Planning
- To articulate a clear service vision and strategy for the Department that is closely aligned with the Hospital and Corporate objectives.
- To lead the development and implementation of the annual Departmental Business Plan in association with the Head / Chairman and key staff within the departments.
- To lead service improvement projects across the departments that will deliver sustained improvements in the efficiency and effectiveness of services.

Finance and Resource Management
- Steer the development, implementation and monitoring of the Departments Capital Programme.
- Prepare business cases and take lead responsibility for the procurement process for all stock and capital items in close collaboration with the Finance department and Materials Management.
- Manage the approved operational / capital budget in accordance to HMC Policies and Procedures ensuring financial targets are met.
- Maximize the use of resources to control expenditure.

Staff Management
- Develop integrated workforce plans (medical and non-medical) which are in line with the Departments Business Plan and which supports the Qatarisation Programme.
- Ensure that all staff has their annual appraisal and that objectives are set and personal development needs identified and reviewed in accordance with HMC HR Policy.
- Ensure appropriate arrangements are in place to manage sickness absence in accordance with HMC Policy.
- Develop recruitment and retention initiatives that include succession planning and manpower reviews.

Communications
- Ensure effective arrangements are in place to communicate both operational and business/strategic issues to all staff.
- Involve staff in the planning, implementation and evaluation of service improvement initiatives.
- Develop amongst all staff an understanding and appreciation of the Hospital and Department targets and business objectives.

Corporate Responsibilities
- Contribute to the achievement of HMC and RH Vision, Mission and objectives.
- Partake in Corporate Committees and/or service improvement projects where nominated.

Requirements

- Bachelors degree in Business, Management, Healthcare Administration or the equivalent.
- Minimum 3 years experience of senior operational management in Healthcare or a complex business environment.
- Essential to be fluent in written and oral English
- Proficient IT skills with high level of competency in Microsoft office.

Preferred:
- MBA or equivalent.
- Recognized Project Management Qualification
- Experience of change management including service redesign Techniques in healthcare setting.
