Job description / Role

Employment: Full Time

Roles at this level provide specialist knowledge and guidance to teams of buyers engaged in procurement and to be involved personally in large procurement decisions.

They will be involved in the purchase complex items where detailed specifications are required through assisting in developing specifications and conducting analyses to weigh the value of competing bids.

They will also develop relationships with key suppliers and impress on them the specific requirements of Qatargas in terms of quality, pricing and reliability of delivery.

1. Source of Expertise:
• Act as source of specialist procurement expertise to buyers and end-user
departments to meet their needs through the delivery of results to quality,
cost and time targets, ensuring all relevant procedures and instructions are
complied with.

2. Purchasing Role:
• Review technical specifications for major and critical purchases and develop
effective procurement strategies in order that Qatargas and end-user
objectives and requirements are met.

3. Supplier Identification:
• Apply Qatargas sourcing procedures to identify and communicate with
suppliers in order to establish capability, estimated lead times and negotiate
pricing.

4. Tender Documentation:
• Prepare tender documentation for approval, invite bids from selected
suppliers and undertake technical and commercial evaluations in order to
ensure conformity with requirements and competitive pricing.

5. Decision Making Process:
• Prepare documentation providing all bid details and make recommendations
for preferred suppliers for consideration by the tender committees in their
decision-making deliberations. Give effect to approved purchases

6. Supplier Relationships:
• Develop and manage ethical relationships with suppliers to ensure the
availability

7. Guidance & Motivation:
• Guide and motivate buyer performance and effectively resolve more
complex purchasing problems escalated by them with an appreciation of the
cost-effectiveness of solutions.

8. Procedures & Practices:
• Review and gain approval for improved purchasing procedures and practices
in order to achieve enhanced effectiveness and efficiency of operations.

9. Cost Reduction:
• Leverage purchasing power through consolidation of purchasing
requirements in order to achieve economies of scale.

Requirements

The Minimum Requirements:

Must be degree in engineering is a must.
8 Plus years of experience in energy industry.
SAP experience required with good computer skills.
Should possess excellent negotiation skills and good knowledge of quality control.
