Currie & Brown have a range of opportunities within the Middle East region and are currently seeking Senior Contracts Manager to work on various prestigious projects in Qatar.

We are looking for well-rounded individuals with experience of providing PQS services to a wide range of clients in a variety of sectors including Residential, Retail, Education, Infrastructure, Commercial and Leisure.

The successful candidates will be project leaders; generating a high standard of service delivery, achieving successful outcomes for our clients, capturing and sharing knowledge across projects, enhancing our culture of innovation and reinforcing our reputation as a preferred service provider.

Principal Accountabilities:

Pre-Contract
- Prepare, submit, monitor and control the Project Feasibility Budget and Forecast Cashflows based upon feasibility designs and engineering input and assist with the Investment Appraisal estimates of Capital Expenditure and Operational Expenditure via the provision of alternative Cost Models to ensure the most viable and cost efficient solution is adopted.
- Prepare, submit, monitor and control the Project Concept Budget and Forecast Cashflows based upon concept designs and engineering input including the preparation of Elemental Cost Plans based upon approximate quantities. Assist with Value Engineering and provide estimates of various alternative cost options while reconciling the Project Concept Budget to ensure the project budget is not exceeded.
- Prepare, submit, monitor and control the Project Schematic Budget and Forecast Cashflows based upon schematic designs and engineering input including the preparation of Elemental Cost Plans based upon approximate quantities. Assist with Value Engineering and provide estimates of various alternative cost options while reconciling the Project Schematic Budget to ensure the project budget is not exceeded.
- Prepare monitor and control the Project Budget and Forecast Cashflows, based upon final designs and engineering input, including the preparation of Elemental and / or Trade Bills of Quantities as appropriate.
- Assist with the preparation of the Tender Documents and offer advice as to Contract Selection and Procurement Route ensuring at all times that appropriate Risk Mitigation is undertaken.
- Prepare, submit, monitor and control the Pre-Tender Estimate and Forecast Cashflows based upon final designs and engineering input.
- Assist with the Tender process and respond to commercial Tender Queries as appropriate.
- Carry out and conduct the Commercial Evaluation of Tenders received and recommend the most financially appropriate Tender ensuring at all times that appropriate Risk Mitigation is undertaken.
- Assist with the Technical Evaluation of Tenders received ensuring at all times that appropriate Risk Mitigation is undertaken.
- Assist with the Contract Award process via the negotiation and settlement of commercial terms and conditions ensuring at all times that appropriate Risk Mitigation is undertaken.

Post-Contract
- Establish, publish, monitor and control the monthly Project Cost Report with input from the Consultants and Contractors.
- Establish, publish, monitor and control the Change Control processes and procedures with input from the Consultants and Contractors ensuring that the business directives and regulations are met.
- Establish, publish, monitor and control the Dispute Notice processes and procedures with input from the Consultants and Contractors ensuring that the business directives and regulations are met.
- Establish, publish, monitor and control the Invoice and Application for Payment processes (payment is Cost Planning Engineer responsibility) and procedures with input from the Consultants and Contractors ensuring that the business directives and regulations are met.
- Assist with the monitoring and control of the Consultants and Contractors Insurances, Performance Bonds, Guarantees and Warranties ensuring that each remains valid in accordance with the respective contracts.
- Assist with the Project Handover processes and procedures with input from the Consultants and Contractors ensuring that the business directives and regulations are met via the issuance of the appropriate Completion and Discharge Certificates.

Requirements

- Degree in Quantity Surveying or similar technical discipline
- Membership of the Royal Institute of Chartered Surveyors (MRICS)
- Middle East experience is essential
- Minimum of 15 years progressively responsible experience
- Pre and/or Post Contract experience
- Excellent customer service, communication and client/external interface skills
- Well organised, diligent, proactive, assertive, well disciplined and commercially astute
- Excellent communication and presentation skills both written and verbal
- A track record of working with teams and managing projects by prioritising workloads and delivering to deadlines.
