Job description / Role
Preparation of cost and budget estimates during the various phases of a project and to provide the projects department with process, civil, mechanical, electrical and instrumentation cost engineering services. Of prime responsibility will be the development of and the maintenance of a database for historical data for estimating
Responsibilities:
a) Preparation of preliminary, semi-definitive and definitive costs (CAPEX) estimates during all phases of a project from conceptual/feasibility through to AFC.
b) Preparation of OPEX & Life Cycle Costs
c) Preparation of NPV / IRR
d) To assume focal point responsibility for all cost engineering activities.
e) Obtain budget quotations from material and equipment vendors and the evaluation of their costs.
f) Co-ordinate and collate all required input for costs estimates from multi discipline departments.
g) Report to project managers with reference to scheduling and the progress of cost estimates.
h) To proactive measures and provide suggestions for reducing costs.
i) Communicate and provide explanations on cost estimate results directly with client cost estimate departments.
j) Identify risks, carry out risk modelling using Monte Carlo and set contingency for each stage cost estimate.
k) Carry out validation and verification of the estimates using high level norms and by comparing with previous estimates, outcome costs and vendor prices.
l) Develop procedures for the preparation of estimates for onshore and offshore projects.
m) Development and maintenance of a computer database.
Requirements
- Degree in engineering subject (preferably cost engineering) (B.SC./B.Eng.)
- Minimum 10 years experience in cost engineering in a major engineering environment, with a minimum of 5 years in the oil and gas industry.
- Knowledge of Gulf Area working practices and experience is preferred. Must be conversant with international design and construction standards and industry standard estimating practices.
- Must have experience in both onshore and offshore cost estimate preparation.
- Have knowledge and experience in AACE cost estimating recommended practises, modern estimating techniques and in up to date estimating computer programmes.
- Have good spoken and written English skills.
