Job description / Role
ABOUT CLIENT:
An exciting opportunity with an established leading Middle East based National Oil Company, that functions throughout offshore development sites as well as in the shallow coastal waters with a number of productive oil fields.
JOB PURPOSE & SCOPE
a. Initiates, develops and maintains cost estimating system, and related procedures for Engineering projects. Develops database derived from in house experience, historical project data, regular reviews of a wide range of unit cost rates, i.e, Engineering consultancy, equipment and bulk materials, transport, freight, insurance, equipment rental, labor and construction contract unit cost data etc. Reviews and assesses relevant cost data extracted from cost estimating manuals, tenders, technical literature, regional and international norms and indices and assesses cost implication of revisions to local government and labor laws and Company policies and regulations. Develops appropriate procedures for providing information and for the updating of data bank.
b. Participates in the completion and consolidation of cost aspects in to detailed feasibility study reports. Reviews scope, magnitude and designs for the various stages of the project. Prepares cost estimates including estimated man hours for each activity, develops unit rates for all activities, rental rates for construction equipment, quality and cost of materials. This involves keeping pace with the regional and international norms.
c. Establishes systems for the collation and registration of pertinent commercial, technical and strategic project data from sponsors/users, project mangers, project engineers, field supervisors and other concerned departments, by administered routing or direct contact to facilitate the required standard of cost estimate preparation, classification, updating and records management. Participates in the preparation and updating of the cost estimate work program in accordance with the project cost estimate classification procedures and the annual budget exercise.
d. Carries out various cost/economic studies alone or as part of a review team. Such studies include feasibility studies, optimization reviews, profitability analysis including projected rate of return) risk analysis and long term financial planning exercises.
REMUNERATION:
An attractive remuneration will be negotiated with the successful candidates and will be in line with a competitive industry standard.
Requirements
QUALIFICATION AND EXPERIENCE REQUIRED:
a. Bachelor degree in Engineering.
b. 10 years’ experience in project management and cost control.
c. Very good knowledge in English.
d. Valid UAE driving license
