JOB SUMMARY
This position is responsible for providing leadership to set the strategy and implement the delivery of recruitment programs and services to meet the business and operational needs of CCAD. This position is also responsible for developing, implementing and evaluating innovative strategies and techniques for the sourcing and selection of talent to fill job openings at CCAD.

PRIMARY DUTIES AND RESPONSIBILITIES
- Partners with key business leaders and HR teams to develop staffing/talent management plans that anticipate staffing and workforce development needs in support of identified business strategies
- Provides overall leadership and direction for recruitment at CCAD, including deign, development, implementation and continual evaluation to ensure a well articulated philosophy of recruitment and successful execution to hire top talent
- Develops strategic recruitment plans and programs to meet the business/operational needs of CCAD’s strategy and goals to facilitate recruitment
- Develops and implements key staffing metric reporting systems that will help inform CCAD and the HR function on recruitment efforts and also be used to identify trends for continuous improvements related to staffing tactics
- Develops policies and procedures related to employment matters
- Aligns recruitment philosophies and best practices across CCAD while ensuring that specific business objectives are met
- Establishes relationships with key stakeholders to ensure the attraction of top talent to CCAD
- Ensures the implementation and administration of recruitment at a high level of service satisfaction, accuracy and efficiency utilizing standard processes, technology and proven best practices
- Selects, trains and supports a team of recruitment professionals and support staff

EXPERIENCE REQUIREMENTS
- Minimum of ten (10) years human resource experience is required
- Minimum of four (4) years of management experience in the area of staffing/recruiting is required
- Knowledge of employment law related to hiring practices
- Demonstrated track record of implementing creative recruiting strategies and talent building initiatives
- Ability to be flexible, creative and adapt to changing priorities
- Strong business orientation and problem-solving skills
- Strong oral and written communication skills
- Ability to speak and write in English is required
- Ability to speak and write in both English and Arabic is preferred

EDUCATION REQUIREMENTS
- Bachelor’s degree in Human Resources or Business, or related field, is required
- Master’s degree in Human Resources or Business, or related field, is preferred
- Certification such as PHR or SPHR is preferred
