Description and Desired Qualifications

Project / business overview
Qatar is a rapidly developing country with a large number of infrastructure projects either started or starting imminently. Each project requires an environmental permit which can vary from completion of a simple form through to preparing full Environmental Impact Assessments (EIAs) and Construction Environmental Management Plans (CEMPs). Halcrow's office in Doha therefore requires an experienced environmental manager to manage any required environmental inputs to existing and future projects.
The environment team is currently working on a range of public and private sector projects, including a new 8km road, a major housing development and a port development. Future projects could involve, amongst others, further road schemes, rail/metro schemes, coastal development projects, ports, housing/hotel developments and town developments. Projects may be EIAs or could be Strategic Environmental Assessments (SEAs).

Key role objective
The principal function of this position is to carry out environmental assessments, including feasibility studies and full EIAs. The role requires the candidate to contribute to the content and production of environmental reports for a range of clients in a variety of markets. You would be working with a wide range of specialists throughout the wider Halcrow.
Key areas of responsibility

The priorities of this role include:

Responsibility for the preparation of various aspects of environmental assessment work on a range of projects for projects primarily in Qatar but also in other countries in the Middle East;

Managing the workload to meet prescribed timescales and budgets;

Co-ordinating input into EIAs and possibly SEAs from teams of specialists (likely to be remote);

Managing sub-consultants, if required;

Meetings with clients and ministry staff;

Iinput to and/or leading proposals for environmental work / environmental aspects of larger projects in both Qatar and the wider Middle East & Africa region.

There would also be the opportunity to identify and progress independent environmental work, and to carry out project management.

Because of the work opportunities, there is potential to develop an environment team in Qatar, as work develops.

Basic Qualifications

Key Requirements

The successful candidate will possess and be able to demonstrate the following skills and knowledge, aligned with the key areas of responsibility. Key requirements for the position include:

Knowledge and experience in the management of the EIA process and its application to various types of projects, preferably (though not necessarily) in the Middle East;

Good organisational/co-ordination skills and appreciation of the broad range of technical disciplines associated with EIAs;

Good working knowledge of EIA legislation, preferably (though not necessarily) in the Middle East;

Client facing experience;

Good communication skills;

Effective team working;

Flexible and willing to work on a broad range of projects;

Ability to use own initiative/self motivated;

Proposal writing.

Minimum qualifications

Bachelor degree in relevant subject (EIA, environmental science or similar)

Desirable:

Membership of Institute of Environmental Management and Assessment (IEMA).

IEMA EIA Practitioner

Masters degree in EIA or Environmental Management
