Spanning 3 million square metres Cairo Festival City is a visionary mixed use urban community strategically located just 15 minutes from Cairo International Airport, along the Cairo Ring Road. Cairo Festival City features Egypt's first indoor-outdoor retail and entertainment resort combined with luxury residential communities, prime office spaces, internationally renowned hotels, schools and an automotive park all set within a lush landscaped environment.

We are seeking to hire a Senior Facilities Manager To be responsible for Design & Development, setting soft services up and maintenance of CFC's Facilities by participating right from the stage of Project handover to the subsequent day to day operations, with the objective of ensuring a smooth, cost effective and high quality operations of the CFC facilities as well as protecting the assets of the landlord/ investor, your job responsibilities will be including and not limited to:

* Responsible for developing the budget for the Facilities Management operations related to soft services taking into account historical costs, new project developments and expected handovers and computing projected expenditures related to staff, consumable, cap expenditure and contract costs.

* Responsible for taking over of property from development, ensuring all faults/ omissions/ construction shortfall are identified, documented and corrected within the contractual period by the contractors, so that the property eventually taken over does not required any major job that would be financed from the Facilities Management budget and thus lead to over runs from the allocated amounts.

* Based on Bill of Quantity received from the Development team at the time of property handover, plan the PPM schedule, the call center operations and the BMS operation, and the related process flow charts, taking into account the property usage, tenancy agreement with tenants, volume and diversity of equipment, manufacturer's recommendation regarding the maintenance schedule, and the economies of scale that would best utilize the available material and physical resources.

* Overall responsibility for the effective operations of City's Facilities Management plan, including implementation of the PPM, setting up of the BMS operations to respond to building equipments alarms, timely response to any alarms by the concerned technical team, response within established standards to any tenant complaint relating to fault rectification; and monitor and ensure performance levels through the computerized maintenance management software and by checking against established SLAs and KPIs.

* Design and implement an energy management programme for ensuring the optimal and cost effective usage of energy.

* Responsible for establishing SLAs and KPIs of the in-house team as well as the outsourced contracts and ensuring adherence to the same with the objective of providing facilities to all landlords/investors in the City at committed quality levels and at optimum costs to the company.

* Consolidate information on inventory needs and based on such information prepare inventory budget, decide on optimal inventory levels which is centrally managed and controlled; subject to the same, identify and develop vendor base, with the objective of maintaining getting economies of scale with respect to inventory management and getting the best prices and quality from selected vendors.

* Responsible for providing the brief, tender and finalization of Sub contracts for all Facilities Management buildings for specialized sub systems like Elevators, Escalators, Travolators, etc.

* Responsible for setting up of an Engineering Workshop, deciding on operational budget, planning and allocation of resources- manpower and technical, required to supports its operations, the parameters of the operation, and subsequent management and maintenance of the same with the objective of making optimal usage of the facility in terms of cost effective Retail facilities management as well as provision of high quality service.

Requirements

As aSenior Facilities Manager; you have to demonstrate the following Qualifications, Experience & Skills:

Minimum Qualifications and Knowledge:
- B.Sc in Mechanical/ Electrical Engineering. Masters in Business Administration is an asset.

Minimum Experience:
- Minimum 15 years of experience, with not less than 5 years in a managerial position.
