Employment: Full Time

Purpose:
Plans, develops and controls the implementation of effective policies in the area of recruitment, employee placement and Emiratisation, and contributes to the Bank's efforts ability to attract, retain and motivate employees of the highest caliber. Includes, the preparation of annual manpower, succession plans and recruitment plans. Ensures effective deployment of the Bank's human resources through development and maintenance of sound systems and procedures. Ensures that the relevant processes and practices are implemented. Ensure the required links between HR strategies and HR action plans and objectives. Supervises the preparation and issuance of required manpower reports and statistics. Provides specialist advice to all levels of management in assigned areas of responsibility.

Duties and Responsibilities:
• Plans section activities, sets short and long term objectives for manpower planning, employee placement and recruitment activities. Develops the effectiveness of the section by initiating and monitoring the introduction of improved work methods and procedures. Establishes manning requirements in light of changing technology/business requirements and coordinates the interface with other HR departments and outside parties. Reviews and controls the preparation of the section’s budget, monitors expenditures throughout the year and prepares justifications for budget variations, as required.
• Directs and coordinates manpower planning and control activities. Includes directing the preparation of annual manpower budget, updating of succession plans, maintaining of manpower data and statistics and preparation of manpower monthly reports. Directs and monitors manpower control activities to ensure that all recruitment is within approved policies and procedures.
• Plans and directs all recruitment activities including preparation of the annual Recruitment Plan. Coordinates the identification of recruitment needs with line managers. Oversees the preparation and implementation of recruitment programs including preparation of advertisements, scheduling recruitment trips, participating in interviewing and selection activities and determining starting salaries for new recruits to ensure timely procurement of the most suitable candidates.
• Coordinates recruitment activities with local and foreign recruitment agencies. Includes contacting, discussing, negotiating and recommending service agreements with reputable recruitment agencies. Obtains HHRD’s approval and administers agency agreements, reviews and process payments.
• Directs the activities pertaining to employee placement. Ensures the processing of approved employee requests in a prompt and efficient manner and that full consideration is given to allotting selected candidates to positions that are the best fit for them and the Bank.
• Prepares monthly manpower statistical information, ratios and other reports as requested by the Management / Central Bank / EIBFS and other government bodies.
• Contributes to the overall professionalism of Human Resources Division by forming part of a decision making body with the Senior HR team to discuss proposals or recommendations that could have an effect on the HR policies and procedures. Establishes and monitors introduction of improved work methods and procedures.
• Manage the Emiratisation strategy to ensure that we comply with government requirements of employment of UAE nationals.
• Ensure that work placement programs are running well for Emiratisation and identify potential pool of future hires from these placements.
• Make sure that the Bank has partnership with government organizations / universities for sourcing & selecting UAE Nationals and training programs i.e. Tanmia, NDP.
• Assist in the integration of UAE National Employees by providing appropriate HR Support & guidance to both line managers & UAE National employees.
• Identify & recommend improvements in processes & procedures in recruiting, retaining, remunerating & recognizing UAE Nationals to enhance Emiratisation (Recruitment & Retention).
• Actively participate in career growth plan & development for UAE Nationals across the Bank.
• Perform any other duties or responsibilities that are consistent with the employee Role and assigned by the management.

Requirements

Education & Experience:

Education:
• MBA/Bachelor with a specialization in Human Resources Management or equivalent qualification
Professional / Technical Qualifications / Diplomas:
• Membership of International recognized HRM Professional association

Experience:
• 6 – 8 years' experience in Human Resources across all areas of the function, with at least 3 years extensive experience in Recruitment and Manpower Planning.
