Our client is a leading global Project & Construction Management Consultancy with international operations on major landmark commercial projects and long tenure across the Middle East North Africa markets. Due to increased market growth, our client seeks to appoint a Senior Infrastructure Engineer to work within its Core Team in Qatar for the design review services department on various key projects. Candidates therefore must have strong design experience as well as design review expertise. The primary function of this role is to undertake invasive reviews of all Infrastructure aspects, utility networks, utility building requirements; engineering design packages including drawings, specifications and other form of documentation prepared by the client design consultants. Projects include a wide range from high end residential, commercial, hospitality; low-rise to high-rise structures, mixed-use and ranging in scale from large to mega scale developments.

Reporting to the Director - Design Review Servies, this role is also the Job Captain and Design Review Team Leader.

Responsibilities include:
- Review, implement and maintain a clear understanding of project management and design review services procedures and policies as outlined in the Design Review Manual and other division published materials and ensure work is carried accordingly.
- Perform invasive design reviews of, but not limited to the following infrastructure documentation systems that will achieve the departments vision and goals as well as the client and project goals at the same time. Projects include Roads & Transportation, Potable Water Transmission, Fire Water Distribution Systems, Irrigation Systems, Storm Water Drainage Systems, Foul Sewerage Systems, Solid Waste Systems, District Cooling Systems, Sewerage Treatment Plant Systems and all underground cable systems.
- Perform design reviews on varied projects throughout various countries internationally.
- Attend design review workshops and meetings in person and perform design review services for all projects.
- Provide specific and comprehensive commentary within each assigned Design Review Report.
- Review all design documentation deliverables including but not limited to; drawings and specifications at all design phases and determine the following; compliance with the project design brief, project goals and objectives, building code compliance, design optimization, set quality of design is achieved, design efficiency, determine risks and opportunities, determine cost saving solutions, functionality, effective space planning appropriate material selection, quality of coordination of documentation with other disciplines, conduct QAQC and ensure the client receives added value from the design review services.
- Conduct Value Engineering assessments and activities as part of the design review process.
- Provision of specific training relating to Infrastructure Engineering matters to others throughout the company as required.
- Ensure the clients brief, intention and concerns, the project design brief, goals and objectives are obtained, reviewed and clearly understood so compliance is determined and recorded accurately in the Design Review Report.
- Perform the role of Job Captain and/or Design Review Team Leader for any design review project as required, lead, supervise and coordinate all efforts of the assigned design review team to ensure the entire report is well coordinated and ready for submission within the required time constraints, ensure the quality of the content meets the department standard and the QAQC process has been successfully implemented as outline in the Design Review Manual and meets the clients needs.
- Coordinate effort for design reviews with other design review team members in all disciplines such as Architectural, Interior Design, MEP, etc.
- Supervise other infrastructure engineer reviewers that perform design review services that are not of the core management team of the department.
- Contribute to the development and improvement of the departments business, processes, systems, and assist with other tasks that help meet departments vision, goals and objectives.
- Provide guidance and training to others that will achieve the department goals and objectives.

Requirements

- Bachelors Degree in Mechanical or Civil Engineering is essential.
- Masters of Mechanical or Civil Engineering degree or equivalent would be a strong advantage.
- Professional registration with a well-recognized Mechanical or Civil Engineers Society as well a LEED Certification is highly desirable.
- Candidates must possess a minimum of 15 years practical experience in Infrastructure Engineering design projects with a minimum of 5 years experience in CAD, Computer literate in Microsoft Office Professional, Buzzsaw, AutoCAD and other specific leading infrastructure engineering programs / software.
- Candidates must also possess a minimum 10 years of International experience with experience in the Middle East being highly advantageous.
- Infrastructure experience includes holistic Infrastructure Engineering and utility design for various project types including, High-end Residential, Commercial, Hospitality, Shopping Malls, Low-rise to High-rise Structures, Mixed-use Developments all ranging in scale from large to mega scale developments.
- Strong technical understanding and design leadership is essential in all aspects of design including production, construction techniques, procedures, codes and standards etc. that relate to Infrastructure Engineering and utility design systems.
- Experience in the design review of power transmission and distribution systems, substations (11kV) primary and secondary equipment.
- Experience in the design review of electrical systems for industrial and municipal infrastructure projects such as pumping stations, water treatment plants, etc.
- Experience in the design review of HV/MV/LV cable new installations and relocations.
- Experience in understanding local codes and Electrical utility authority requirements
