The RoleThe RoleOne of my clients, a leading Telco company in Afghanistan, is looking for a Director of Network Infrastructure Expansion to work a long term contract. Basic Salary: $100K / Year (Tax-Free) Benefits: Accommodation, Transport, Class-1 Security, Medical & Life Insurance, 4 Return Flights, Food, Mobile, Annual Bonus, Termination Bonus, etc. Reports To: Director Network planning and optimisation Job Purpose: Responsible for access network planning using 2.5G and 3G technology Essential Duties and Responsibilities: ? will be responsible for managing preparation of master plan for access network expansion and architecture, in accordance with the company?s short and long term business plan, ? Manage planning of expansions in the access network with all its sub components like BTS, BSC capable of delivering voice, data and interconnection between various network elements as per the business plan requirements and commercial short and long term forecasts ? Manage collection and analysis of requests for new coverage, capacity expansion and services from the commercial department. Manage preparation of implementation plan for technically feasible requests ? Manage identification and short listing after technical evaluation of new Access network products and vendors, suitable for use in Roshan telecom network/services expansion projects ? Manage identification of needs for the expansion in operational network elements based on the traffic analysis, actual call model ? Manage cell planning and BTS site selection surveys, RF propagation predictions etc for selection of BTS site locations. ? Manage Preparation of frequency plans for optimized reuse of spectrum available for BSS network ? will assist in the design, architecture of the network and its subsequent evolution and will maintain effective relationships with the core network planning and rollout, maintenance and operations groups ? Manage redesigning of the access network and its architecture as per the changing needs ? Manage technical evaluation of tenders/bids/solutions for access network ? Manage decision of network design parameters and their updation as per periodic analysis of the actual traffic/call models ? Allocate technical resources to meet access network project?s activities. ? Manage availability of up to date access network connectivity diagrams and site profile database. This includes as-built diagrams/drawings, site infrastructure and hardware configurations etc ? Manage preparation of recommendations for optimisation of RF footprints (antennae downtilts, bore angles, beam patterns), BTS overlapping, cell and call parameters/timers, signaling/ traffic link utilization, processing capacities etc for optimisation of network coverage, capacity, to be implemented before or after every major expansion work ? Ensure best utilization of available human, material and financial resources ? Assist in counseling and motivation of network planning and optimisation work force ? Assess department training needs and prepare recommendation ? Arrange on-job training for the access network technical staff ? Manage preparation and submission of department periodic activity reports ? Manage follow-up on all sorts of audits ? Work with team to define work processes/standards and engineering best practice. ? Represent team to internal/external access network customers and vendors. ? Build relationships with other areas of the technology department and encourage a culture of teamwork and collaboration across the technology teams. ? Establish and maintain regular communication with staff, set development objectives and give performance feedback in order to create a high performance culture within the group. ? Set targets, monitor progress and take firm corrective action when required. ? Continuously strive for greater efficiencies within the group with a view to achieving improvements across the Technology Organization. ? Audit group for Health and Safety |
RequirementsRequirementsExperience: Knowledge and experience in planning of Wireless network is a MUST. A minimum of eight years in cellular Engineering, planning or Operations with at least two year in management of cellular network planning is required. Must have related experience from a major carrier. Competencies: ? Strong leadership, interpersonal and communications skills ? Strong technical knowledge of telecommunications, ? Proven experience in cellular network planning ? Strong understanding of human resources management principles ? Strong project management skills ? Ability to conduct and direct research into network planning issues and products ? Well developed negotiating skills ? High level of self-motivation, attention to detail, analytical, and problem-solving abilities ? Ability to effectively prioritize and execute tasks in a high pressure environment ? Ability to clearly present ideas to a variety of audiences ? technical and non-technical, business-focused and end-user ? Mathematical ability to calculate budgets, business-cases, capacity planning etc. ? Experience working with technology and systems of the equipment provider selected by the company. Education: ? Bachelor?s degree required, with educational focus combining technical, problem-solving, and management skills ? or equivalent in education and experience |
