The RoleThe RoleOne of my clients, a leading Telco company in Afghanistan, is looking for a Director of Network Infrastructure Expansion to work a long term contract. Basic Salary: $84000 / Year (Tax-Free) Benefits: Accommodation, Transport, Class-1 Security, Medical & Life Insurance, 4 Return Flights, Food, Mobile, Annual Bonus, Termination Bonus, etc. Job Title: Reports To: Director Network planning and optimisation Job Purpose: Responsible for optimisation of GSM network and maintaining QOS parameters Essential Duties and Responsibilities: ? Responsible for managing optimisation of coverage and the capacity utilization of the nationwide network through statistical analysis, drive testing, other RF propagation monitoring/interference/ spectrum analysis and communication analysis tools. ? Manage preparation of recommendations for optimisation of RF footprints (antennae downtilts, bore angles, beam patterns), BTS overlapping, cell and call parameters/timers, signaling/ traffic links utilization, processing capacities etc for optimisation of network coverage, capacity and maintenance of predefined QOS and GOS KPIs. ? Manage troubleshooting and/or monitoring implementation of the optimisation recommendations by O & M department or the contractors (as required), to ensure achievement of KPIs ? to make sure that the new sites/TRX are integrated in the network after necessary optimization of the respective BTS and associated BTS cluster ? Manage identification of problems and fine tuning of the of frequency plans ? Manage preparing recommendation for changes in the network design parameters and forward those to planning department for final decision and implementation ? Allocate technical resources to meet access network optimisation activities. ? Manage availability of up to date access network site profile database. This includes but not limited to hardware configurations, antenna type/downtilts/orientation/AGL heights, grounding resistance, cell parameters, frequency, neighbor list etc. Manage occasional site audits for verification of the above parameters. ? Manage preparation of recommendations for optimisation of RF footprints (antennae downtilts, bore angles, beam patterns), BTS overlapping, traffic sharing, cell and call parameters/timers, signaling/ traffic link utilization, processing capacities etc for optimisation of network coverage, capacity, to be implemented before or after every major expansion work ? Manage monitoring and analysis of the traffic (signaling, voice, data etc) over the interconnects between various network elements and preparation of recommendations for optimal utilization of the available resources ? Ensure best utilization of available human, material and financial resources ? Assist in counseling and motivation of network optimisation work force ? Assess department training needs and prepare recommendation ? Arrange on-job training for the network Optimisation technical staff ? Manage preparation and submission of department periodic activity reports ? Manage follow-up on all sorts of audits ? Work with team to define work processes/standards and engineering best practice. ? Represent team to internal/external customers and vendors. ? Build relationships with other areas of the technology department and encourage a culture of teamwork and collaboration across the technology teams. ? Establish and maintain regular communication with staff, set development objectives and give performance feedback in order to create a high performance culture within the group. ? Set targets, monitor progress and take firm corrective action when required. ? Continuously strive for greater efficiencies within the group with a view to achieving improvements across the Technology Organization. ? Audit group for Health and Safety |
RequirementsRequirementsExperience: Knowledge and experience in Optimisation of Wireless network is a MUST. A minimum of eight years in cellular Engineering, Operations, Optimisation with at least two year in management of cellular network Optimisation is required. Must have related experience from a major carrier. Competencies: ? Strong leadership, interpersonal and communications skills ? Strong technical knowledge of telecommunications, ? Proven experience in cellular network Optmisation ? Strong understanding of human resources management principles ? Strong project management skills ? Ability to conduct and direct research into network optimisation issues and products ? High level of self-motivation, attention to detail, analytical, and problem-solving abilities ? Ability to effectively prioritize and execute tasks in a high pressure environment ? Ability to clearly present ideas to a variety of audiences ? technical and non-technical, business-focused and end-user ? Experience working with technology and systems of the equipment provider selected by the company. Education: ? Bachelor?s degree required, with educational focus combining technical, problem-solving, and management skills ? or equivalent in education and experience Accountabilities and Measures: Work Environment: Work takes place in an office environment however may occasionally require traveling in the field. Schedule is driven by demands of the network. Must be willing to travel and work overtime. As a salaried position the incumbent is ineligible for overtime pay. |
