Role Summary
The Senior Mobilser (HR Operations) plays a vital role in the Riyadh Metro Talent Management team by contributing to a multitude of HR activities whilst focusing on the successful on-boarding and retention of the Riyadh Metro project team.
Reporting directly to the Talent Management Business Manager, the role holder will work as an integrated part of the Talent Management project team based in Riyadh.
This position is responsible and accountable for the operational side of the recruiting and on-boarding process. A great deal of time will be spent onsite with our client at their office in Riyadh, interfacing with the local client management team as well as the wider Talent Management team and the locally based technical project team.
The chosen candidate will have a strong track record of accomplishment in a number of HR related areas including the successful mobilisation of nationalities (ideally across the GCC) as well possessing the ability to manage change and create innovative solutions for complex and diverse issues on large scale projects.
This is a fast-paced and demanding role where daily priorities are constantly changing and will suit a HR Generalist an in-depth understand of the recruitment and on-boarding process. The Senior Mobilser (HR Operations) will also possess the problem solving and collaborative mindset to resolve issues involving multiple parties with differing perspectives.

Key Responsibilities
Responsibilities will include but are not limited to the following:

• Consulting with the recruitment and wider talent management team as well as other internal stakeholders on immigration and on-boarding matters for new project hires
• Assisting the Business Manager, Talent Manager in acting as a point of escalation for internal and external stakeholders on key HR operational and support issues
• Coordinating closely with the Public Relations team on matters such as Saudization targets, block visa availability and labour office relations
• Providing HR Consultation and advice in-person with the client based on needs analysis and expectations
• Providing proactive recommendations and driving comprehensive solutions to address process gaps in overall service levels as well as defining and reaching operational excellence when serving the client from a HR perspective
• Working closely with the client (external stakeholder) on the project staff approval status through strategic account management and consultation
• Following up and resolving any pending issues regarding all staff approval correspondence with the client
• Helping to manage and oversee the relationship with the client to resolve basic administrative requests and tasks
• Acting as expert subject matter expert on immigration to Saudi and staying current on changes in immigration regulations that may affect movement of employees to Riyadh
• Working with the Lead Mobilser to administer the on-boarding process (e.g. IT, seating)
• Keeping internal senior project team updated of the various milestones of the on-boarding process as required
• Managing the implementation and ongoing provision of the project induction program
• Guiding, supporting and advising management on the salary review process, performance and conduct issues, grievances, disputes and disciplinary matters
• Creating and implementing a succession planning process to ensure career development and progression
• Coordinating and managing the termination of employment process including conducting exit interviews
• Managing and submitting all required and agreed reporting on a regular basis

Requirements

Skill Set

Essential
• Minimum 10 years proven HR Operations, Recruitment and on-boarding experience
• Proven track record of successfully planning, positioning and implementing HR initiatives
• Astute and commercially aware with an understanding of business drivers as a result a background in the commercial sector
• Capable of working independently with little direction while driving complex projects to a successful conclusion
• Ability to interact, engage and serve the needs of stakeholders to meet or exceed project needs
• Confident in effectively communicating problem resolutions and strategic solutions
• Demonstrable influencing style that naturally engages others and relates appropriately
• Experience working within a fast paced and varied environment
• Demonstrated ability to successfully manage large scale projects and initiatives
• Experience with strategically generating and analyzing HR reports and metrics
• Excellent verbal and written English communication skills, with an emphasis on tact and diplomacy
• A high level of resilience and a sound ability to cope with ambiguity and pressure
• Native English speaker
Desirable
• Full CIPD accreditation
• Prior experience in professional services firm
• Experience working in the GCC
