Employment: Full Time

An exciting opportunity as Senior Owner`s Representative has arisen for a leading and well established master developer in the region.

Purpose of the position
•This key appointment demands an accomplished construction professional with a proven track record of successfully managing the delivery of significant works within the region.
•The requirement is for a driven individual to represent a tier one Developer on one of the most significant cultural and tourism projects being undertaken in the region, if not globally. This high value project involves world renowned Design Consultants, Management Consultants and Main Contractor and the successful candidate must demonstrate the strength and presence of character befitting of this role.
•The Senior Owners Representative will be responsible for the management and administration of a Project Management Consultant who will in turn directly manage the various construction and consultancy contracts.
•The role is predominantly focused on the management of construction stage activities up to and including the clean handover to the Operator/FM Department. Notwithstanding this, the candidate will also be required to support other departments in procurement and preconstruction activities for ancillary works

DUTIES AND RESPONSIBILITIES

Pre-design Phases:
•Support the primary efforts of the Development Managers;
•Maintain full awareness of vision goals established by executive management in order to help implementation;
•Work closely with Development staff to shape and identify most relevant delivery methods;
•Forecast construction durations for various schemes proposed;
•Identify decisions requiring senior management input and prepare recommendations and presentations to facilitate such decision making as required

Design Phases:
•Support the primary efforts of the Design Managers;
•Provide input on the availability of proposed building systems, particularly when there is a cost differential among alternatives;
•Develop tender package strategy, as to early works, partial scopes, and timing relative to document completion;
•Provide input to any value engineering activities.

Tender Phases:
• Work with Commercial Managers to schedule the timing of advertisements, pre-qualifications, and tenders;
•Work with Commercial Managers to evaluate prequalification responses and tender proposals.

Construction Phase:
•Manage the project management consultants, cost consultants, and contractors for each assigned project, including key scope, schedule, cost, and teamwork factors;
•Function as Owner’s Representative and insist on full provision of contracted services by the Project Management Consultant;
•Communicate with executives, including project status, reporting up and horizontally with regularity and understanding of the corporate cultures
•Schedule regular project meetings;
•Track meeting issues, decisions, action items, and solutions;
•Support Sustainability implementation;
•Recommend cost effective materials whenever suggestions arise;
•Coordinate with teams affecting design such as infrastructure, residential, retail leasing, office leasing, hotel operator, marketing, community operations, finance, accounting, legal, risk management and entitlements;
•Coordinate detailed handover procedures with Operations and any contracted operator

Requirements

Qualifications Required
Degree in Construction Management, Civil Engineering or a similar discipline is required

Experience Required
1. A minimum of 12 years post graduate experience – Experience gained on Museum/ Cultural/ Heritage/ Tourism projects is advantageous;
2. A minimum of 5 years’ experience gained with a leading property developer or International Project Management Consultant;
3. A minimum of 3 years previous regional/ local experience is essential;

Auxiliary Requirements
1. Demonstrated evidence of successfully leading and delivering significant projects;
2. A comprehensive knowledge of Forms of Contract and their application and administration;
3. An astute commercial and contractual awareness and experience in managing substantial Main Contract Works and Consultant assignments;
4. Experience in the delivery of high profile developments and complex construction projects;
5. Excellent English Language skills (speaking, reading and writing). Arabic language skills would be advantageous;
6. Excellent presentation and negotiation skills;
7. Ability to communicate core messages clearly and confidently across all levels of the Business.
