Job description / Role

Employment: Full Time

1. Supervise and administrate the duty port control & ship services shifts for best performance of duties and responsibilities.
2. Ensure proper VTS procedures applied for all vessels movement in the port.
3. Coordinates administrative activities related to port control & ship services.
4. Ensure operational condition of all Port Control Equipment and coordinate action to rectify any defects.
5. Review daily vessels forecast and marine reports.
6. Maintain close coordination with duty operation manager/supervisor to ensure optimum utilization of berths and enforcement of agreed policies and procedures.
7. Receive and update berthing requests.
8. Attend & supervise dockings and berthing of vessels and ensure safe mooring and good lines been used.
9. Carry out regular routine rounds (inspections) along all berths and jetties to ensure safe conduct of vessels alongside.
10. Board vessels during cargo operations and check that appropriate stability plan is been followed.
11. Inspect oil transfer activities for compliance with approved safety standards.
12. In coordination with the Port Security Manager, meet ships security officer in accordance with the ISPS CODE.
13. Lead initial response activities to various marine emergencies
14. Prepares and maintains daily/weekly/monthly vessel schedules.
15. Train trainee port control officers.
16. Assist in training other marine staff.
17. Performs other related assignments as required.

Requirements

1. Education: Requires a four-year college degree in marine related discipline, preferably from a marine academy or naval college. Directly related work experience may be substituted for education, although secondary certificate is a minimum educational requirement.

2. Experience: Requires at least 5 years of seafaring experience in a technical, responsible job, and another two to three years of experience in a similar or related position.
3. Served as Master/Captain or Chief Officer/Executive Officer on-board international seagoing cargo vessels for at least 2 years.

4. Specialized Knowledge:
a. Must have good knowledge vessels cargo operations.
b. Must have good knowledge of ship to ship and bunker and fuel transfer operations.
c. Must have working knowledge of the ISPS Code.
d. Must have working knowledge of various IMO conventions, other maritime laws, and port rules and regulations.
e. Must be thoroughly familiar with all types of vessels that call at port.
f. Must be thoroughly familiar with all safety procedures that apply to vessels in and around the port.
g. Must be thoroughly familiar with all oil spill and hazardous materials handling procedures.
h. Must be thoroughly familiar with emergency rescue operations at sea or in the port or surrounding area.

4. Skills:
a. Must be able to demonstrate proficiency in wireless/radio frequency communications equipment, including certification.
b. Requires advanced level of verbal and written communications skills in English. Other language skills helpful, especially Arabic and Hindi.
c. Requires good interpersonal skills, interacting with multiple departments and customer clients.
d. Ability to complete documents and log books neatly, accurately and completely.
e. Demonstrated ability to follow procedures and instructions.
f. Requires ability to work independently, with little supervision.

5. Equipment and Applications:
a. Must be able to operate radio communications equipment and vessel traffic management systems.
b. Must be able to use desktop computer with Microsoft Office applications
