Senior Pre Contracts Specialist

Our client is a leading cost management consultant in the Middle East. They view property and construction assets as having complex, integrated lifecycles. This consultant delivers a portfolio of services along this lifecycle, from concept through design and construction to the management and maintenance of a project or asset. They are one of the leading asset management and construction consultants, established for more than 100 years.

Duties and responsibilities:
We are looking for a Senior Cost Manager for Pre-contracts for a role based in Qatar, overseeing all of the pre contracts services undertaken out of the office.
• Estimating and cost planning stages; feasibility to detailed design of CAPEX and OPEX costs
• Preparation of cashflow estimates and updating at each stage
• Procurement process management, prequalification and provision of procurement advice
• Overseeing the preparation of bills of quantities in accordance with methods of measurement
• Preparation of tender documentation and tender analysis for consultants or contractors
• Selecting, negotiating and forming contracts
• Excellent knowledge of FIDIC and other forms of contracts
• Change management, provision of estimates and overall budget control
• Post contract administration services of consultants and contractors
• Review of variations, claims, quantum and provision of contractual advice
• Management of consultants and contractor agreements
• Management of disputes and notices procedures
• Negotiation of final accounts and project close out procedures
• Provision of reports as required by the client and other stakeholders
• Quality control; compliance with policies and procedures
• Value engineering and life cycle costing
• Risk management

Requirements

Education and Qualification
You will have:
A degree In Quantity Surveying is essential
Minimum 10 years experience with PQS firms
Membership to Professional body eg. MRICS is required
Capable of managing teams
Buildings and infrastructure experience
Experience working on behalf of Clients, project management and engineering consultancy experience also beneficial to the role
