Senior Procurement Engineer (Tendering & Direct)

Job description / Role

Our client real estate firm that has residential and commercial buildings under-development in UAE & the region, they are seeking to recruit highly qualified procurement engineer who will be responsible for entire procurement function weather it is tendering or direct purchase, the scope of work covers requires the job holder to deal on the same with Consultants, Contractors, Sub-contractors and Suppliers.

Reporting the General Manager the incumbent shall play an active role in the pre-qualification process related to the Consultants, Contractors, Suppliers, sub-contractors and create practical data-base accordingly. This process shall cover existing & new prospects and start from the initial introduction till the issuance of the pre-qualification certificate. In addition, he should develop an effective plan to source various competent contractors, consultants & suppliers.

The job holder shall play a key role in the tendering & direct procurement process, accordingly he will be fully responsible for bidding procedure for tendering which should cover the technical requirements as well as cost compliance, this includes tender invitation, tender analysis, tender report and interaction with tenderers as needed.

Therefore, he needs to coordinate with Projects Managers, Consultants and Quantity Surveyors in all areas that related to procurement of the contract package, this includes identifying procurement requirements, preparing tender schedule, tender process, post award clarifications and related meetings.

In addition, for the direct procurement he needs to plan & execute cost effective procurement activities for various supply items through extensive & thorough price-evaluations using value engineering and cost benefit analysis process.

Requirements

- Has Bachelor's degree in Civil Engineering, Architect or in any other related discipline, having any other qualification in procurement is an added value
- Has at least 10 years working experience in Procurement function gained from being worked for Real Estate Developer or Project Management Consultancy (PMC)
- Has worked in the field of procurement of contractors, suppliers & materials for large mix-use development projects in mix or large infrastructure projects
- Is experienced in tendering, negotiations, sub-contractors package etc.
- Has worked for large Property Developer is a certain advantage
- Demonstrates in-depth market knowledge that related to contractors & suppliers in the market including prices, tendering process, MEP work, specialized work, local market practice & conditions,
- Has high degree of integrity & commitment
- Has strong inter-personal, organizational and presentation skills
- Excellent verbal & written communication skills
