The Riyadh Metro project is currently seeking an experienced Senior Project Controls Engineer to develop and deploy robust project controls, governance and reporting of this groundbreaking metro project.

Reporting directly to the Project Controls Manager, the main focus of this role will be to provide overall coordination of cost and scheduling activities associated with the development of this Design-Build project.

The chosen candidate will be responsible for developing and managing the systems, procedures and tools necessary for control of time and cost of the program, including Work Breakdown Structure (WBS), planning, earned value management, cost estimating, contract management and project reporting.

This is a senior leadership role that will provide functional guidance on work processes and systems integrity. They will ensure that the project obtains the quality needed to achieve project goals and will provide quality control over the Contractor's estimating and controls activities to ensure the project is executed in accordance with Project Management System expectations.

Responsibilities will include but are not limited to the following:
- Assisting the Project Controls Manager by providing leadership and technical support to the project controls specialists, planning and scheduling engineers, cost engineers and quantity surveyors in the team
- Ensuring that all project activities are compliant with the relevant business processes
- Interfacing with the Clients and Contractor, attending regular meetings, and providing statistical reports
- Providing recommendations to manage project risks and improve the financial performance of the project
- Supporting the project team to govern, deploy and report on risk and opportunity management methodologies
- Supporting the project team to maintain timely and effective change management processes, procedures and systems
- Providing guidance and specialized assistance for issues related to project cost and time
- Managing and coordinating the preparation and maintenance of budgets and cost estimates
- Generating critical milestones through detailed discussions with the Project Manager and staff, and developing evaluations of interfaces
- Monitoring and reporting the actual progress of the work versus the planned work
- Coordinating regular site inspections with Construction staff to assess contractors work progress based on approved schedule
- Managing the assessment of the impact of design and construction changes and schedule slippages
- Developing and managing project reporting formats and procedures
- Developing and maintaining status reports including schedule status, financial analysis, cost performance and earned value reports

Requirements

Essential:
- Minimum of 10 years in a project controls related roles
- Bachelors Degree in Project Management, Construction or Civil Engineering
- Recent success in developing or managing cost schedules and project controls
- Strong track record in planning and scheduling in the design and construction of large scale civil engineering projects
- Fully competent with Primavera (P6) planning, scheduling and project control systems
- Knowledge of Microsoft Excel spreadsheets and Microsoft Project scheduling software
- Experience on design and construction of large scale infrastructure programs
- Excellent written and oral communication skills in English to communicate with the Client and Contractor, as well as technical and non-technical team members
- Ability to communicate clearly to conduct presentations to management and to interface effectively with a diverse group of professionals

Desirable:
- Post graduate degree in Engineering
- Management/Management and a PgMP or PMP certification
- Rail, metro or related project experience
- Experience working on projects located in the Middle East
