The Senior Project Control Specialist (SPC) will be allocated to large and/or multi projects in Middle East, and functionally reports to the Projects Controls Lead, agreeing day-to-day activities with the Program or Centre of Excellence Manager.

The SPC will be responsible for maintaining project cost and schedule tools used by project managers to measure, forecast and track project related work. The successful candidate will be assigned to multiple projects and may be required to provide work direction and mentoring to other more junior project control specialists. Work is usually office based but depending on individual project requirements the position may require travel to and / or work in client facilities or remote construction locations.

Responsibilities

Accountable for accuracy & timely delivery of all project & management estimates, reports & forecasts for costs & schedules on allocated projects including quarterly exception report
Ensuring that all project control activities such as cost management, project estimating, change management and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements
Responsible for the development of scope, schedule, budget and estimate to complete data for assigned tasks. Lead in the creation of Work Breakdown Structure and development of schedules and budget data (including resource loading) for those WBS elements
Support PMs in managing and maximizing project margins
Assembles and compiles schedule and cost data and inputs into the project control database and provides output to the project team
Supports the Project Management team in maintaining timely and effective change management processes, procedures and systems
Develops and maintains status reports including: Labor productivity, schedule status, financial analysis, Cost Performance Reports and earned value curves reports
Review % billability for personnel on allocated projects
Ensures the accuracy of earned value data on allocated projects
Actively participates in project review meetings & provides clear, accurate project assessments & gives proactive advice to drive successful project completion
Responsible for project control procedure compliance & standards on allocated projects
Performs project cost risk analysis, develops project contingency budgets
Manage the receivables & payables balance on allocated projects, responsible for checking accuracy of invoices
Prepares the final project cost/schedule reports & provides the data recovery for the company historical database
Provide leadership & mentoring of PCO personnel on allocated projects

Requirements

BSc Engineering Management (Economics, Construction); Business or Finance degree; or commiserate related experience

8 years of Project Controls experience

High level of IT literacy including Primavera, Oracle and MS Office as a minimum

Finance & cash flow experience – concepts, processes, planned, actual, forecast

Previous exposure to Estimating including Pre-tendering, Change orders and Manpower planning

Good knowledge of Contracts (Time & Material, Payment Terms, Billing & Sub-contract Payments)

Extensive experience of producing Management Information and reporting packs

Ability to develop project controls tools & methodologies

Experience in oil & gas, automation or electronics industry preferred
