This exciting opportunity has become available to be part of a growth firm that develops iconic mega projects worldwide. An opportunity has now arisen within one of our clients key projects, a mega futuristic city project for a Senior Project Manager for a mega high rise tower project. This city project extends across 38 square kilometers and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors. The Senior Project Manager will be responsible for a multiple of smaller projects or one large/complex project dependent on skills and background. As the clients representative, this role is responsible for monitoring and supervising all activities ensuring project completion to budget and time schedules. This will include the monitoring of companies in relation to project management schedules, use of sub-contractors, and on-site construction engineering activities.

Reporting to the Senior Project Director and managing a team of 5 staff; your responsibilities for this role include:

Assist the Contract Department in the development and implementation of the contracting strategy for selection of appropriate companies to ensure adherence to procedure and governance.
Supervise the project team to ensure completeness of technical brief for the tender and optimal technical and financial evaluation.
Provides day-to-day direction of the team to ensure a high performance, customer service-oriented work environment that supports achieving the firms mission, strategic plan, objectives and values.
Keeps abreast of technical developments, relevant regulations and industry best practice.
Provision of technical input regarding project and construction management to the Design Manager, during the design and development phase of the project.
Lead the technical evaluation of bids received and develop the technical bid tabulation. Assist / participate in the commercial evaluation as appropriate.
Review draft contracts and participate in contract negotiations. Ensures proper and clear division of responsibility between the firm and partners where there is integrated work processes.
Liaises with the Design Department, respective Government authorities, and client to monitor/endorse translation of the design documents into a detailed project plan ensuring that the project engineering activities comply with design specifications.
Liaises with the Design Department to monitor/endorse the design and job specifications developed by the consultant or contractor company to determine and evaluate appropriate construction methods, determine cost-effectiveness of plans and interpret the design and application of the adopted construction methods.
Responsibility for ensuring scope, design basis and objectives are defined; best practices/lessons learned are identified; detailed work plans, schedules, budgets and procedures are established including: execution plan; contract plan; plan for addressing critical cross-functional work processes and systems, etc.
Monitoring and control of all contractual commitments with the Contractors and or Consultants to ensure that work is being performed in accordance with the specifications, drawings and terms of the contract and that change orders and claims are processed in a timely manner.
Ensures that an appropriate methodology is developed and endorsed to approve changes to contract.
Reviews and approves project control systems which measure progress/performance, provides early warning of deviations from plan, and identifies corrective actions to be taken.
Management and maintenance of the firms project files for projects under direct control. This will include as-built drawings, design data, project contracts, specifications and drawing submittals etc.
Reviews logs and records of work performed on the project.
Manages preparation of periodic and special reports as required for. Reviews accuracy of reports of contract work and other assigned activities, review progress, performance and completion of reports, purchase requests, requisitions, and reports of claims.
Manage Construction Management team and and lead to monitor and resolve matters such as work procedures, complaints, and construction problems which have been escalated by the contractor.
Reviews and approves changes to contract based on the recommendations of the Construction Manager, supervision consultant and PMCM consultant. This will include budget requirements, work progress; milestones achieved and recommend operational budgets, expenditure and claims.
Accountable for the approval for payments and reimbursements on all project related activity in accordance with the contract terms and conditions.
Inspection and review of current projects to monitor compliance with construction and safety codes, and other regulations in coordination with the Quality, Safety and Environmental Department.

Requirements

The attributes we seek include:

Bachelors Degree in Civil Engineering, Construction Management or a related degree with Membership of a recognized project management body being highly regarded.
Demonstrable leadership skills, independent thinking and strong organizational and planning abilities are essential as well as excellent analytical and problem solving skills.
A minimum of 12+ years of work experience in the Design and/ or Construction of buildings with a solid background in high rise buildings being essential, of which 9 years must be at project management capacity.
Experience in expatriate environment is highly desirable with GCC or Qatar experience preferred.
Knowledge with materials, methods, tools involved in construction of buildings.
Knowledge of different international standards, design techniques, and tools in the construction, planning, estimating & project management.
Knowledge of international conditions of contract such as FIDIC conditions.
Well-developed communication and negotiation abilities and ability to lead high profile projects is essential.
