Job description / Role

Employment: Full Time

Provides input towards drafting contract documents, negotiating building contracts, advising on fair contract prices for tenders, advising on cost and contractual arrangements and partake in financial contract administration throughout the course of a project. Also assists in assessing tenders and advice on the type of contract or special clauses in it.

- Reviews consultants recommendations including approvals of different submittals
- Oversees and assesses work (value and monitor work-in-progress), completes and recommends payment to contractors during design and construction in collaboration with the concerned Director of Contracts Management, Design or Project Manager.
- Keeps up to date with technical developments, national and international standards and legislative requirements related to the discipline scope.
- At feasibility stage, provides reliable preliminary cost advice and cost estimates towards the pre- design feasibility studies involving technical and/or economic investigations that reflect the financial implications of various design alternatives. Through use of techniques such as Cost Planning, Estimating, Cost Analysis, Cost-in-use Studies and Value Management to establish a project budget.
- Constantly monitors costs by matching the actual against contracted amounts. Prepares monthly cash-flow forecasts and exercises cost control. Report findings to the Director of Contracts Management, Design or Project Manager throughout all project management phases.
- Collaborates with Architects, Engineers and Project Managers to monitor progress of third party designers, builders, contractors and other suppliers to ensure compliance with and safeguard Ashghals interests. Also ensures that the financial provisions of the contract are properly interpreted and applied.
- On completion of design/drawings by the PMC Company and the preparation of the Bill of Quantities, provides advice on the appropriateness of the quantity of building materials to be used and the subsequent costs
- On completion of project depreciation schedules of the various project components, provides advice on realistic insurance replacement costs
- Advices in the settlement of insurance claims and is called as expert witness or act as arbitrator in any court or arbitration on building disputes.
- By use of appropriate techniques, extensive cost data banks and an intimate knowledge of building and construction economics, provides reliable estimates and cost advice from design to completion of project construction in relation to PMC deliverable.

Requirements

- Bachelor preferably in Engineering
- 10+ years of experience in same role
- Gulf experience is required with Consulting/Contracts firms
- Fluency in English language
