Job description / Role

Employment: Full Time

Implement and execute QPMs Cost Control system on project sites, administer and implement the contract document terms and conditions, manage and maintain costs for client projects including value management to ensure completion of project within budget to help QPM achieve its vision of being a world class project management company.

- Coordinate with Project Manager to evaluate and recommend appropriate Cost and Value Consultant(s) to client for project site.
- Prepare project budget and subsequent cost estimates and cost management plans.
- Coordinate with Project Manager and Cost Consultants to establish client requirements, conduct feasibility studies, past estimation reviews and cost estimations.
- Support tendering including bills of quantities, bids evaluation and allocating work to contractors and sub-contractors.
- Facilitate value engineering and perform risk management for project site in coordination with Cost Consultant, Project Manager and Design Manager.
- Coordinate with Project Manager to compile, track and monitor periodic cost reports, cost trend reports and variance reports.
- Prepare cost-performance reports and maintain standard unit price costs based on actual performance.
- Provide advice to client on contractual claims.
- Provide advice and ensure contractor compliance on contractual terms and conditions.
- Review and approve compliance and validity of contractors Insurance Policies, Company Guarantees, Performance Bond and relevant const ruction licenses.
- Advise and make recommendations on all design changes which impact project budget.
- Monitor, adjust and update cost management plan as per approved change requests.
- Prepare Change Orders where required and cost effects of such orders on construction budget.
- Ensure cost management plans are being adhered to through periodic cost performance review on cost baselines.
- Implement QPMs standard cost control tools and techniques for monitoring project cost performance such as earned value management.
- Advise on contingency reserves and management reserves on the project.
- Watch for threats and opportunities and take measures to achieve savings and greater value for project by employing appropriate risk management strategies.
- Conduct regular follow up with cost and value consultants and contractors on QS aspects.
- Attend project meetings and represent all QS issues and actions.
- Coordinate closely with Project Manager QS to maintain awareness of QPMs QS policy, methodologies, tools and updates.
- Work with Project Manager QS to ensure appropriate resolution to QS issues faced on site.
- Guide site QS team to understand and apply QPMs cost estimation and management techniques, including coordinating cost consultants and value consultants.
- Ensure appropriate usage and application of the Project Management System (PMS) with respect to entry and analysis of work related data for day to day functioning to facilitate seamless communication of all relevant (technical/non-technical) information across the organization on a real time basis for maximum effectiveness.
- Synergize with the project commissioning team to ensure that all projects are meticulously commissioned to deliver world class standards of quality to QPM clients
- Facilitate regular meetings with project team for cost performance review and analyses.
- Discuss and finalize corrective and preventive actions required to counter overrun trends.
- Conduct regular follow up with cost consultants and contractors on cost issues.
- Conduct regular site inspections to verify cost data for forecasting.
- Guide Cost Control Engineers to understand and apply QPMs cost control methodologies and tools.
- Set up Quantity Surveyors / Cost Control Engineers team onsite with the help of Project Manager.
- Manage and control QS team / Cost Control Engineers to ensure timely and effective monitoring of project cost.
- Carry out goal setting and appraisals for team members.
- Conduct skills development and awareness workshops for team as needed
- Ensure compliance with HSE and other policies by team members.
- Attend meetings with client for all QS / cost aspects during project.
- Advise clients on cost variance issues and suggest and get approvals on remedial actions.
- Interface with client to respond to queries on cost control aspects.
- Meet client to obtain feedback on QPMs QS / cost control methodologies and outcomes and use the same to make appropriate modifications to site QS program.
- Prepare project QS / costs and cash flow reports.
- Prepare and analyze cost variance reports, cost performance index and coordinate with Project Manager for remedial action.
- Conduct performance reviews periodically and prepare cost reports for client as required.
- Implement remedial actions as decided by Project Manager and Director Quality in case of variations.
- Appropriately archive all cost data as per QPMs policy.
- Prepare To-complete Performance Index (TCPI)

Requirements

- Relevant degree or Professional Qualification relevant to Quantity Surveying.
- 15-20 years of experience, 8-10 in Project Management company
- Good knowledge the varying forms of SMMs.
- Proven track record as SQS within a large scale organization / project.
- Proven track record of working on projects under PWA and FIDIC contracts.
- Good understanding of certification process.
- Good ability to mentor / manage junior colleagues.
- Good technical knowledge of the build process.
- Good technical knowledge of rate interpretations / ability to confidently investigate and advise on rates from 1st principals.
- Strong personality with the ability to clearly advice and to confidently convince peers / others outside of the organization.
- Good analytical skills.
- Clear ability to understand / write reports.
- Ability to work within a team.
