CH2M HILL - Senior Resident Engineer - Doha, Qatar

As part of our Transportation Business Group you will deliver a high quality integrated transportation projects in one of the following areas of long distance, high speed, freight, metro, light rail systems, highways and airports. These projects are in support of our clients' visions and the development of their growing and developing cities and economies in the Middle East and Africa region.As an important provider of engineering services with an established office, reputation and track record in the region for delivery of major projects, 'Halcrow part of the CH2M HILL family' is supporting our clients to provide program delivery services for the future of their new transport networks.

The role of Senior Resident Engineer is for the construction supervision of one of the Expressways projects. The Senior Resident Engineer provides oversight of the construction process to ensure that the design documentation is safely and accurately implemented on site, and that the requirements of the construction contract are followed. The Senior Resident Engineer reports to the Project Director, and supervises the project controls services and the discipline Resident Engineers.

Job Responsibilities/Accountabilities:

Perform the duties of the Senior Resident Engineer on site.
Management and direction of a team of Resident Engineers for the overseeing the construction of the Expressways designs.
Identifies the resource requirements for the effective supervision of the construction works, and works with the project controls team to gain client approval for the positions and equipment.
Acts as the Clients prime point of contact for the construction supervision aspects of the project, including progress reporting, safety, financial recommendations, quality control and design modifications.
Builds a trusted relationship with the management team and with the client's counterpart staff.
Establishes an appropriate working relationship with the contractors.
Places an emphasis on safe construction practices (Target Zero) and on maintaining a high quality of construction. Leads by example in driving safe practices on site.
Uses effective project management and controls systems to regularly report on progress to the client.
Monitors progress of construction against the programme, and takes steps to ensure the programme is achieved.
Establishes and enforces an effective project quality control procedures and ensures that they are audited in accordance with the contract requirements and Halcrow's internal systems.
Defines the scope of work of any sub-consultants and ensures that their employment is effectively administered.
Plans, budgets, organizes and coordinates activities for the effective management, control and reporting of the construction supervision of the projects.
Manage software and systems required for the administration of the project construction supervision.
Provides resources for the build-ability reviews of the proposed designs.
Evaluates, selects, and adapts construction management and control techniques, procedures, and criteria to suit job tasks, and devises and implements solutions to problems encountered.
Ensures that the Resident Engineer team members effectively identify, manage and report project risks.

Requirements

Job Requirements:

Recent previous experience (within last 5 years) as the Senior Resident Engineer for major highway projects that are complex in nature, and are ideally located in the Middle East region.

Minimum 20 year's post graduate experience in the design, site supervision and construction management of major highways projects.

Have a BSc in a relevant degree from an internationally recognized and accredited university.

Minimum of 10 years post chartered (or PE registration) experience.

Fully understand the aspects of site supervision and construction management of complex highways projects.

Be enthusiastic about improving the safety performance of site operations in Qatar.

Be commercially astute and expert at administering construction contracts.

Have experience of managing projects with KPI as measures against performance and payment.

Be able to communicate effectively with site teams and motivate them to meet the project objectives.

Good leadership skills, and be able to work in a multi-cultural and multi-discipline team.

Excellent communication and report writing skills, and good presentation skills in English.

Written and spoken Arabic skills are beneficial but not essential.
