Description and Desired Qualifications

Riyadh is expected to grow nearly 3 million to 8.3 million people by 2030. The city if very car dependent and faces costly and frustrating road traffic construction today that will only get work in the future. The Council of Ministers of the Kingdom of Saudi Arabia has decided to implement a major Public Transport Program for Riyadh as part of the on-going strategic planning, management and development of the city as the national capital and nation's largest metropolis.

The Public Transport Program for Riyadh will be comprised of:
- A metro system of up to six Light Rail Transit lines;
- A Bus Rapid Transit network supplemented by Circular routes;
- A focus on Transit-Oriented Development;
- Regulatory and fiscal measures to support the use of public transport;
- Regulatory and fiscal measures to constrain the use of the private car; and
- Regulatory measures governing the Public Transport Program itself

The ADA Program Management Office (PMO) is seeking high-level consultant support and participating to gear up the PMO to meet the changes of the implementation of the Public Transport Program to ensure 'on-the-ground' skills and capacity are available without delay. The Program Oversight and Executive Support Team (POES) will provide Program Planning, Program Monitoring and Reporting, Contract Administration, Risk Management, Program and Project Performance Auditing, Budgeting and Cost Control, Resourcing the Program Management Office, and Administrative management.
The Program Management Services contract will include 9 skilled professionals for 4 calendar years. These 9 professionals are expected to dedicate full-time for this project and be located in the ADA offices in Riyadh.

CH2M HILL Talent Acquisition Opportunities The challenge? Execute full life cycle recruiting and Talent Acquisition for the region. This will involve the management and implementation of recruiting and sourcing activities throughout the assigned Business Group(s); as well as capturing and reporting the Business Group(s) recruiting metrics through the effective use of technology. Each day you will consistently maintain a requisition load of approximately 20-25 requisitions, with full cycle completed within 60-90 days. You should be a self motivated recruiting professional with extensive oil & gas recruitment experience and have a desire to grow personally as well as professionally with each recruitment project.

Our Senior Talent Recruiter:

Act as a business partner with business group Staff Planning Managers, Hiring Managers and Human Resource Delivery Partners to develop effective and efficient recruitment and sourcing strategies that result in client satisfaction.

Meet with hiring managers to gain full understanding of job specifications; write new or modify existing job descriptions; develop appropriate marketing strategy; define roles and responsibilities of hiring team

Implement sourcing strategy to be able to quickly supply candidates for job requisitions as positions become available and more importantly to build a pipeline of potential candidates to anticipate hiring needs.

Phone screen candidates and present most qualified to hiring manager.

Utilize BrassRing to manage candidate communications and flow through hiring process in order to provide real time metrics.

Communicate with candidates regularly to provide a positive candidate experience and to keep them informed on status of hiring process.

Compile interview comments and conduct debrief with hiring team so that position is closed in timely manner

Research business group(s) industry competitors to be aware of market conditions and be able to identify and source potential passive candidates.

Consistently focus recruiting efforts to meet minority recruiting goals to create and maintain an environment of equal employment opportunity and competitive advantage.

Develop salary comparisons and offers and/or work with HR Delivery Partners

Basic Qualifications

Basic Qualifications and Experience

Bachelors degree required:

Experience in recruiting, sourcing or staffing

Recent experience recruiting in the Oil and Gas industry

Extensive experience recruiting in the Middle East at all levels.

Experience using an Applicant Tracking Systems

Preferred Qualifications

Prior executive search experience

AIRS ACIR and CDR certifications

Experience conducting and training others in behavioral/competency based interviewing

Knowledge of employment law and regulations especially as they pertain to hiring

Superior verbal and written skills

Professional telephone presence

Excellent customer service skills

Ability to work with confidential information

Ability to multi-task, and work in a fast-paced environment with multiple deadlines
