BASIC FUNCTION:
This position is accountable for the management, optimization, and overall technical operation and maintenance, including advance planning, design recommendations for a Disaster Recovery plan (DR) of telecommunications networks.

LOCATION: While the company is based in the US, projects are worldwide

DUTIES AND RESPONSIBILITIES:
The incumbent is responsible for the overall disaster recovery design, implementation, technical operation and maintenance of all voice and data communications networks/systems. Develops the roles supervision and coordination of all design, engineering, installation and repair/maintenance activities during a disaster. The manager must thoroughly understand the management, operations and policies of a telecommunications system/network. He/she also must understand the impact which all hardware and software maintenance efforts and/or changes to the networks can have upon the services available to the telecom community.

MAJOR RESPONSIBILITIES:
• Helps develop a Corporate Disaster Recovery Vision (DRV)
• Identifies possible telecommunication network disasters.
• Maintains the ability to remotely trouble-shoot network outages in the event of a disaster. This includes the ability to route traffic using an alternate network path in the event of an outage, perform traffic analysis to ensure efficient use of the network, and monitor the overall health of a network and identify patterns that lead to a network outage.
• Develops a plan for responding appropriately to disasters or other system outages to assure the organization community of effective and continuing communications capabilities.
• Defines and manages an up-to-date written plan for the use of employees to guide their efforts/support during a disaster.
- Defines and manages the DR program including procedures, documents, metrics, activities and budget
• Prescribes Telecommunication DR requirements for all environments, systems and/or facilities
• Ensures the development and use of an effective preventive maintenance program suitable to meet the operation objective of "zero downtime”.
• Recommends maintenance policies and establishes procedures to support DR policies.
- Ensures the availability and schedules qualified employees to respond to all system problems on a 24-hour per day, 7-days per week basis.
- Provides proper and adequate test equipment is available to ensure fast and accurate diagnosis of system problems.
- Develops troubleshooting and flowcharts for technician use in localizing and identifying probable trouble and/or faulty components.
- Recommends changes and upgrades to telecommunications systems to alleviate failures and enhance services and/or operations.
- Stays abreast of policy, procedural, and technological changes in the telecommunications industry.

Requirements

QUALIFICATIONS:
This position requires training and experience telephone communications and system analysis and design, operation and maintenance. The position also requires the ability to analyze problems and develop practical solutions, plan and coordinate the work of others, maintain effective work relations, and utilize interpersonal skills in the development and implementation of intermediate and long-range plans. It also requires knowledge of telecommunication practices associated with different systems, trends and technological advancement in the communications industry and campus and/or business communication systems. The incumbent must possess administrative management and public relations skills and be extremely "service oriented" and responsive to network user problems and needs. A bachelor's degree in Electrical Engineering, Electronic Technology, Computer Science or Telecommunications is desired. A minimum of five years recent experience in managing or servicing high tech electronic equipment and systems are required.
