Senior Testing & Commissioning Engineer

Job description / Role

Major Activities:
- Review the Commissioning Plan, Responsibility Matrix, & Commissioning Programme and working to implement it
- Monitor the progress of testing & commissioning activities
- Chairing Commissioning meetings on a regular basis with the Site Team and Client Team.
- Review the commissioning strategy document which outlines the procedures and processes to be utilized to manage the T&C activities
- Responsible for all aspects of site safety for commissioning team and others including risk assessment, method statements toolbox talks.
- Coordination with the Supervision Consultant, Main Contractor and his Commissioning Engineers to ensure the development of the integrated commissioning plans in addition to overseeing the commissioning schedules
- Monitor the review of method statement, physical progress data & reports generated by the main contractor commissioning team and provide support on technical guidance
- Ensure that preparation procedures for systematic and sequential testing, pre-commissioning activities, start up and final commissioning activities are achieved in a timely manner
- Respond to changes in the commissioning process objectively and in timely manner.
- Identify all design data and ensure adherence to specific code, standards and local regulations in relation to the commission tasks.
- Recognize the commission team abilities and know when to call for assistance in dealing with matters which fall beyond their experience and beyond their responsibilities.
- Assist as necessary client & maintenance team training
- Monitor the preparation process and production of O&M Manuals and As Built Drawings till it is handled to the Owner/End user
- Ensure the Client satisfaction with the end product
- Synergize with the project commissioning team to ensure that all projects are meticulously commissioned to deliver world class standards of quality to QPM clients.
- Ensure timely preparation of various testing and commissioning reports.
- Scheduling, monitoring, witnessing and reporting on T&C activities to end user and development team
- Evaluate the manpower resources requirements against the commission programme in the management team side and the contractor side
- Evaluate the strengths and weaknesses of the commission team working in the commission management side and Contractor side
- Coordinate with design, QA/QC and HSE on testing and commissioning progress aspects for assigned area.
- Liaise with project parties and client for critical decisions as required.
- Coordinate with local authorities and third parties related to all necessary testing and commissioning requirements for the project.
- Assist as required with authorities permits and approvals.
- May participate in negotiations with regulatory agencies in public
meetings to support the client
- Coordinate and attend all FAT Factory Acceptance Testing
- Ensure proper validation and verification of the air performance systems witnessed by the mechanical commission team
- Ensure proper validation of the electrical distribution test results witnessed by the electrical commission team
- Ensure proper validation for the HVAC BMS control functionality and integration with other BAS witnessed by both of the mechanical and electrical commission team
- Ensure proper managing the testing and flushing of the chemical treatment systems including the chilled water systems and domestic water services and all are witnessed by the mechanical commissioning team
- Ensure proper managing the testing and commissioning of the Mechanical & HVAC systems including BMS control packages and all are witnessed by the mechanical commissioning team
- Attend final inspections on completed projects, initiate Contract Completion Certificates and Handover Certificates after checking back-punch list items have been cleared by the contractor in order to complete and submit the project documentation dossier.
- Maintain awareness of industry best practices in Testing and commissioning.
- Adapt and adopt leading testing and commissioning concepts and best practices into QPM.

Requirements

- Required experience of 10-15 years with project management experience/skills
- Educational requirements are a Bachelor of Engineering with PMP if possible.
- Knowledge of Testing and commissioning methodologies
- Understanding project environment
- Awareness of construction laws & regulatory environment in geography
- Interface Management
