Job description / Role

Employment: Full Time

Planning:
- Develop the Annual Procurement Plan, for all spend in the Operations category
- Adhere to the departmental budget set out by the management team
- Prepare and finalise category plans for sub-categories within the Operations category, in close coordination with Finance and Operations functions.
- Execute and monitor the implementation of the Annual Procurement Plan and budget throughout the year.
- Support the delivery of the Supply Management strategy and relevant performance measures.
- Operate within the limits of authority as defined by the Delegation of Authority (DoA).

Team management:
- Manage and direct day-to-day activities of the Operations Sourcing Specialist to ensure timely delivery of sourcing activities
- Provide ongoing career development support and coaching for direct reports.
- Provide feedback to team and identify need based trainings for direct reports.

Cross-functional collaboration:
- Ensure close coordination with Operations Management (and, where relevant, other stakeholders from across the business) to ensure full alignment of procurement activities with business needs
- Lead and/or participate in cross-functional sourcing teams.
- Facilitate ongoing collaboration between the Procurement Operations team and the Operations Sourcing function
- Leverage and share information with the direct reports and the wider team.

Supplier management:
- Manage the relationship with suppliers in the Operations category (such as construction companies, consultants, OEM manufacturers etc.) throughout the sourcing process
- Support the Procurement Operations team in identifying and assessing current and potential suppliers to support Operations requirements
- Support the Procurement Operations team in developing effective relationship management strategies for key Operations suppliers
- Support Procurement Operations team in supplier negotiations as and when required

OPERATIONAL RESPONSIBILITIES:

* Strategy execution: Define, review and execute sourcing strategies in collaboration with business stakeholders:
- Profile the spend category, collect and review latest spend and internal demand data
- Compile market intelligence data (supported by the Procurement Operations team)
- Identify/evaluate potential sourcing strategies; run risk analysis; document sourcing strategies
- Engage technical consultants to support the development of Statement of Work or Bill of Quantities, for complex construction / works projects
- Use technical experience to scrutinise and/or challenge Statement of Work / Bill of Quantities developed by the Operations team (End User)
- Manage the end to end sourcing process (including the tendering process) for identified Operations sourcing initiatives (including, developing evaluation criteria, evaluating tender responses, and negotiating and contracting with suppliers)
- Support Operations Sourcing Specialist in developing effective sourcing strategies and running the RFI, RFP/RFQ process
- Support Operations Sourcing Specialist in developing evaluation criteria, and evaluating tender responses
- Support Operations Sourcing Specialist in negotiating contracts with suppliers
- Support Operations Sourcing Specialist in implementing negotiated contracts and monitoring contract compliance

* Operations improvement:
- Benchmark negotiated solutions against alternate supply market options.
- Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and provide quality customer service to Business Units.
- Review existing sourcing strategies to identify, assess and prioritize potential areas of improvement.
- Oversee and support the Operations Sourcing Specialist in consolidating planned versus actual strategy improvement reports
- Monitor actual performance against target and identify improvement areas or mitigating strategies if required.
- Timely completion, against sourcing plan
- Spend against contract
- Adherence to annual procurement plan
- Effectiveness of Relationship management programmes with strategic suppliers
- Success rate of sourcing strategies
- Average cost savings due to operational improvements and leveraging economies of scale

Requirements

- Bachelors Degree in Engineering
- Minimum of 5 -7 years procurement experience gained with a recognised organisation(s)
- Experience in leading sourcing and procurement practice, including identifying and managing strategic sourcing projects with tenders using different methods and processes
- Strong commercial acumen
- Computer literacy with strong skills in Microsoft Excel, Word and Powerpoint and in finance (ERP)systems
- Strong written and spoken English
- Demonstrated understanding of international, regional and local supply markets and working practices
- Experience in working with construction, and project management companies
- Technical / Engineering background (university degree, qualifications etc.)
- Recognized Procurement /Supply Chain certification (CIPS or equivalent Procurement qualification)
- Experience of implementing change in a complex environment, working with a wide range of stakeholders
- Demonstrated ability of working under pressure in a high profile event environment
- Strong teamwork skills with the ability to take initiatives
- Ability to continuously work on self-development including proactive requests of feedback from peers and managers
