Employment: Full Time

The Specialist - Portfolio Management is responsible for the planning, mitigation, cross team collaboration, report creation, and is the single point of contact of all IT project and services risk at Sidra. He oversees and manages the IT Risk Management framework and risk tool implementation/improvement. This key position ensures the demand management process is established and managed in a professional manner.

KEY ROLE ACCOUNTABILITIES

The Specialist - Portfolio Management engages with IT and Business at Sidra and thoroughly analyzes in detail the new project requests with a commitment to improve project performance measurement and customer experience with respect to project/services demand management.
Responsible for holistic reviews, detailed analysis and fact based recommendations for on prospective and running projects/services during various project phases like conceptualization, execution, delivered, and replaced/retired.
Researches and innovates portfolio management practices to ensure organization always remain ahead in portfolio management maturity curve in global arena.
Evaluates Business Cases, Project Charters, and Project Management Plans for proposed or planned projects, analyzing viability, assumptions, budget, priority, requirements and desired results.
Makes recommendations on funding proposed projects based on your evaluation of Business Cases, etc.
Evaluates current projects using project management methodology to ensure that they are tracking towards requirements, schedule, and budget.
Reviews project documentation (project plans, schedules, QA, risk, etc.)
Makes recommendations on strategies to improve current projects
Contributes to the PMO charter improvement.
Evaluates project Schedules and re-baselining schedules as required
Evaluates project performance and reveal problems by applying project management concepts such as Critical Path
In close coordination with project delivery teams, deciphers and analyzes a Work Breakdown Structure (WBS) and its component parts.
Performs risk management and calculation of contingency buffers.
Generates required reports for executive management and various stakeholders.
Facilitates required meetings and any special events required to support portfolio management.
Adheres to Sidras standards as they appear in the Code of Conduct and Conflict of Interest policies
In view of the evolving needs and opportunities within Sidra during this pre-operational phase, this position may be required to perform other duties as assigned and reporting relationships may vary.

Requirements

Bachelors Degree in Information Technology, Computer Science, Electrical Engineering or any related field
12+ years experience in an IT environment; 8+ years experience in:
Experience evaluating and developing business cases/project charters.
Experience in resource utilization and project financial management.
Experienced with and very comfortable using MS Excel and MS Project 2007/2010.
Demonstrated understanding and proven ability to apply IT project management principles toward improvement
Familiar with various tools/techniques to identify, select and prioritize new projects and evaluate running projects
Project Management Certification (PMP or Prince 2)
Superior writing skills and proven experience in writing recommendations for Executive-level stakeholders.
Possesses hands-on experience in IT demand management framework and be accustomed using planning tools, specifically MS Project.
Effectively collaborate and communicate information across the organization.
Incumbent must have project management skills and the ability to analyze pending assignments to establish priorities and/or multi-task.
Demonstrated ability to work with vendors and outsourcing engagements.
Good Organizational skills and ability to prioritize.
Demonstrated knowledge best practice quality and process improvement methodology
Good communications and Interpersonal skills
Fluency in written and spoken English
