Job description / Role

Employment: Full Time

MAIN ACCOUNTABILITIES
• To develop the contractual requirements relating to cost control & estimation, invoicing of payment & variations to be stipulated in the Agreements (Pre-FEED, FEED, etc.) and incorporate them into the tender documents/agreements.
• To evaluate the technical bids (Pre-FEED and FEED) to ascertain compliance to the specified requirements and provide clarifications to bidders for the same.
• To prepare relevant portion of the Technical Evaluation report, as a member of bid evaluation team and to finalize the relevant portion of contract document after incorporating all bulletins issued and clarifications received during the tender stage.
• To evaluate Variation Requests / Claims by Contractors and to make in-depth analysis of all cost related submittals from Consultants and prepare counter estimates taking into consideration contractual schedule of unit rates for variations and make appropriate recommendations to Management for approval.
• To monitor the reported costs and determine the areas of concern impacting the Agreement price and budget of the projects, advise Planning Department Head on the proposed corrective actions to be taken in order to mitigate its impact on the project budget.
• To prepare cost estimates and budgets for new projects and develop submittals for management approvals. To meet the corporate reporting requirements as per the stipulated time schedules.
• To coordinate cost estimation functions with various Consultants and Contractors for various projects in a multi-project environment.
• To prepare Monthly Cost Status Reports and Project Register and periodic cost information reports to Management.
• To review the cost estimates prepared by Consultants and Engineers and identify areas of possible improvements.
• To prepare Annual Capital and Operating budgets for Technical Group and their updating.
• To prepare, update and maintain systems and procedures relating to cost control, estimating, cost trending & budgeting. To develop and maintain cost data bank.
• To participate in commercial negotiations with the Contractors.
• To ensure charges of the costs to correct account codes.
• To coordinate with the Project Managers to ensure adherence to the Project Control Procedures and other requirements throughout the project duration to achieve successful project implementation.
• To identify/establish KPIs for all ongoing projects for each year in consultation with the Project Team and to ensure achievement of all KPIs as per plan.
• To participate in the development of Balanced Score Card for the division and to report achievement to the Corporate Reporting group.
• To prepare AFEs/AFOUs for all ongoing projects for Management approval.
• To ensure finalization of Asset Register for all completed projects as per the specified formats.

Requirements

Bachelor of Engineering
Minimum 9 Yrs experience in Petrochemicals
Work Location: Abu Dhabi
Good knowledge of English.
Computer Literate
