In Libya, AECOM leads the Program Management Department for the Great Socialist People's Libyan Arab Jamahiriya Housing and Infrastructure Board (HIB). AECOM is the main advisor for the Libyan HIB for major cities throughout the country. The company serves as the overall program manager of the HIB capital budget program - a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors.

We are currently seeking a Senior IT Manager who will lead, direct and train team members to support the Information Technology Plan (Automation Plan) for the AECOM Libya (AEL) Program. In this capacity, Specifically, develops and maintains the Project IT Plan, inclusive of systems and services including applications, hardware, software and telecommunications for the life cycle of the AEL Program located in Libya. Develops and directs implementation of IT systems and services for such an international location in coordination with the AECOM corporate requirements inclusive of the alignment with the corporate Electronic Program Management (ePM) systems. Provides comprehensive automation support and coordination to the project located in various locations in Libya and identifies and implements technical innovations that add value and improve project work processes. Performs work that requires the application of a significant range of fundamental technical information systems and technology principles in a variety of contexts while demonstrating strong leadership.

Knowledge and Skills:

- Familiarity with basic business practices associated with project and program management.

- Familiarity with current system architectures, methodologies and frameworks.

- Knowledge of systems analysis, data processing mathematics and statistics.

- Comprehensive knowledge of hardware and operating systems including system architecture, IT security, Network infrastructure, and system backup and recovery.

- Familiarity with accounting principles, office methods and procedures.

- Self motivated with the ability to manage multiple priorities in an uncertain work environment.

- Ability to interpret diagrammatic representations of workflow

- Ability to interact with users, ability to listen, comprehend, interpret, articulate, and define technical solutions as well as the ability to accurately document technical design information.

- Ability and commitment to provide ""on-call"" or ""call back"" services as deemed appropriate by upper management.

- Ability to deal with multiple organizations and priorities is critical.

Duties and Responsibilities:

- Assist in the identification of business processes, procedures and activities associated with the AEL Program.

- Develop the Automation Plan for the AEL program.

- Directs the implementation of IT systems and services on the AEL Program including applications, hardware, software and telecommunications.

- Interface with clients, departments, consultants, contractors and community to resolve problems.

- Identify and analyze system malfunctions and make recommendations toward their resolution.

- Evaluate the status of the implementation of systems as directed

- Evaluate software interface with systems and resolve complex interface issues.

- Anticipate problem areas and provide recommendations for correction

- Participate in staff training

- Keep immediate superior informed of situations beyond the individual's control or authority to act.
