Job description / Role

Employment: Full Time

• DAR MASDAR is the trading and system integration Division of Dar Al Riyadh, one of the leading Engineering and architecture companies in the Kingdom of Saudi Arabia.
• In order to boost growth the company will professionalize itself further with the appointment of experienced functional managers.
• Each functional manager will lead their respective processes to strengthen the complete value chain of DAR MASDAR resulting into high customer satisfaction and a structural competitive advantage.

• To ensure DAR MASDAR has a balanced portfolio of brands which serves the marketing & sales objectives through dedicated, ethical, customer-oriented business relationships and implementing best practices in every task of the procurement function.
• The Procurement Manager will provide leadership in the further development and improvement of the procurement practice across the company.

Roles and Responsibilities

• All procurement functions including: market research, requirements planning, make- or-buy decisions, contract negotiations, supplier management, issuance of RFI’s, RFQ’s and RFP’s to suppliers and sub-contractors, project-based price and delivery condition negotiations.
• Ensure insight in any development that may affect the supply or demand of certain products and maintain solid technical knowledge of the products and services that need to be purchased.
• Lead the development and implementation of the procurement strategy by the means of a three years business plan.
• Optimize the gross margin of the value chain through the assessment of the global and local market circumstances, strong negotiations and continuous monitoring.
• Lead the negotiation of contract terms and to monitor performance against these contracts.
• Ensure proactive contribution to the development of competitive biddings generated by the sales organization in terms of components, products, solutions, services, delivery terms and prices in response to RFI’s, RFQ’s and RFP’s.
• Develop and implement the procurement policy aiming for consistency and efficiency of processes, procedures, SOP’s and systems.
• Ensure operational excellence by means of business process re-engineering, TQM principles, ISO qualification and SOP’s.
• Actively promote the procurement function within the company including the development and improvement of training and skills of staff involved in the purchasing environment.
• Establish and maintain an effective operational procurement structure to allow the management of contractual agreements made by delegated purchasers.
• Contribute to the development of cash-flow strategies related to the sales and procurement of capital goods.

Tasks

• Lead in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
• Optimize the contractual position by managing tender exercises to obtain best value through carrying out the tendering, evaluation, placement and monitoring of a portfolio of contracts.
• Gather and maintain an information base to ensuring an overview of suppliers who can satisfy potential customer requirements.
• Ensure requests for quotation, requests for proposals and requests for information or request for tenders are done timely.
• Ensure references for product/service quality are consulted, and any requirements for follow-up services including installation, maintenance, and warranty are investigated. Samples of the P/S being considered may be examined or trials / pilot plans undertaken.
• Undertake negotiations and establish price, availability, and customization possibilities. Delivery schedules are negotiated, and a contract to acquire the P/S is completed.
• Evaluates the performance of the products and services during the usage, maintenance and disposal stages.
• Oversee the review of non-staff costs to identify opportunities for savings including analysis of expenditure by supplier and product.
• Source and deliver appropriate training for all staff involved in procurement.
• Maximize the use of cost efficient procurement systems and processes by leading their development and implementation.
• Develop and report regularly on Key Performance (Best Practice) Indicators to benchmark institutional procurement activity.
• Lead the development and management of existing and future Service Level Agreements and KPIs on all major contracts and provide expert advice and guidance to staff involved in managing all other new and re-tendered contracts.
• Take an active lead in the introduction, development and implementation of E-Business solutions.
• An accurate global vendor map related to the commercial business of DAR MASDAR.
• Balanced portfolio of vendors enabling MASDAR to deliver a complete and competitive offer to the target market segments according to local conditions.
• An annual 3Y Procurement Business plan.
• Successfully implemented business programs resulting in an annual reduction of CoS.
• Satisfied customers resulting from successfully implemented solutions.
• Up-to-date processes, procedures and Organization development and evolution.

Requirements

Skills

• High level of intuition to be able to provide excellent feedback, share relevant information, and prepare effective reports.

Experience

• Minimum of 8 years global / International Procurement Experience.
• Experience of sourcing and contract management of high value technological products in the field of construction engineering in the fields of building, infrastructure, oil, gas & utilities and industry.
• Proven track record in a senior Purchasing role within a distribution environment.
• Experienced in the sourcing and management of contracts with expenditure exceeding USD 5M.
• Experience of working across a global remit.
• Proven success in logistics stock management.
• Ideally experience of working in a matrix organization.
• Solid change management experience with track record of gaining stakeholder buy-in at the highest level
• Extensive experience in contract and supplier management. Experience of putting in place effective procurement and contract management controls and procedures.
• Experience of implementing best practice contract and supplier management.
• Contract management experience and ability to demonstrate achievements through effective contract management.
• Good knowledge of international procurement practices and regulations.

Education

• BA or MBA in Business Economics.
• MCIPS or CIPS level 6 Graduate Diploma (or equal)
